Centro cultural para ciegos y débiles visuales en Morelia Michoacán

Abstract

According to the World Health Organization (WHO, 15% of world’s population has some kind of disability. Only in Mexico, there are 5 739 270 disabled persons, and even more specific, Michoacán state has 258 439 inhabitants with a disability, and from those, 57 037 have sight issues; (from weak sight to total blindness). The diversity of institutions that give support to the different kind of disabilities, depends on the numbers of each one; that and the fact that visual disability has to be “enabled” and not “rehabilitated”, have set the conditions in which today, only a few institutions and organizations work with the blind and visually weaken, since there is a greater demand in, for example, the mobility disabled. The need for creating a CULTURAL CENTER FOR THE BLIND AND VISUALLY WEAKENED comes from this issue, and is pursued by this, to create a space of quality, where users can develop their skills and capabilities, and without feeling limited, they can enjoy the personal and social benefits that art and culture provide, raising their quality of life and helping them have a better social integration In this work, gets described the architectural proposal of the Cultural Center for the Blind and Visually Weakened, as a result of a previous study of the needs this part of the population has; along with an exhaustive approach to the subject of disability, to understand better de parameters and guidelines of the project design. Also, it’s shown the geographical and physical situation, and the urban aspects of the city of Morelia, where this project takes place; and it gets deeper on the normativity inherent to this kind of projects, to be held as a guide to this project.

De acuerdo a la Organización Mundial de la salud (OMS), el 15 % de la población mundial presenta algún tipo de discapacidad, Tan solo en la República Mexicana, suman 5 739 270 personas discapacitadas, y de forma más específica, el estado de Michoacán, cuenta con 258 439 habitantes con discapacidad; de los cuales, 57 037 presentan problemas de la vista; (desde debilidad visual hasta ceguera total). La diversidad de instituciones que brindan apoyo a los diferentes tipos de discapacidades, reside en la demanda que presenta cada una, este hecho, aunado a que la discapacidad visual hay que “habilitarla”, no “rehabilitarla”, han dado la pauta para que hoy en día, sean muy pocas las instituciones y organizaciones que trabajen con ciegos y débiles visuales, pues se tiene una mayor demanda en, por ejemplo, discapacidades motrices. La necesidad de crear un CENTRO CULTURAL PARA CIEGOS Y DÉBILES VISUALES surge de esta problemática, y se persigue con el mismo, crear un espacio de calidad, donde los usuarios puedan desarrollar sus habilidades y capacidades, y que sin sentirse limitados, disfruten los beneficios personales y sociales que el arte y la cultura proveen, elevando su calidad de vida y ayudando a integrarlos mejor a la sociedad. En el presente trabajo, se describe la propuesta arquitectónica del Centro Cultural para Ciegos y Débiles Visuales, resultado de un estudio previo sobre las carencias que esta población presenta; además de un abordaje exhaustivo al tema de discapacidad, para entender mejor los parámetros y directrices del diseño del proyecto. También se muestran la situación físico-geográfica y los aspectos urbanos de la ciudad de Morelia, donde se planea este; y se ahonda también en la normatividad inherente a este tipo de proyectos, que nos servirá como pauta para el mismo.
