Rehabilitación urbana integral de áreas comunes en el conjunto habitacional villas oriente CONDOMINIO VERTICAL LOTE 01 MANZANA 2 MORELIA, MICHOACÁN

Abstract

The general objective of the work hereby presented is to make an integral urban rehabilitation proposal for the common areas of the plot of land 01 of the city block 2 of the conduminium “Villas de Oriente” which is located in the city of Morelia, Michoacán. With the objective of making a proposal that would allow the inhabitants to regain the common areas in order to enjoy them, the norms that can be applied in the area of urbanism have been compiled, the authorized blueprint was consulted in order to identify the location of the development common areas in the blueprints of houses disposition authorized by the Government of the city; afterwards the in situ characteristics were established, they posses a lot of equipment and street furniture, documenting their physical state with a photographic testimony; later on surveys were conducted among the inhabitants of the development in order to know what their perceptions on the general state of the common areas was, their size, the cleanliness, the equipment, the use that's given to them, and whether they were considered advantageous or not. This investigation told us that the majority of the problems in the common areas were caused by the actions or the lack of interest from the inhabitants, and a small percentage of the problems were derived from flaws in the design: social conflicts, lack of organization, deficient social values such as respect for others and our surroundings were the main social detonating factors to the identified problem. This study enabled us to conclude that when the physical problems that are manifested in a specific area are derived form cultural and social factors, a purely architectonic or urban proposal will never be enough, because they're merely a temporary solution that is almost disguising the problem but not solving the causes; on the other hand, the integral urban rehabilitation proposed doesn't focus solely on cualifying common areas of the conduminium, since its objectives are more widespread it tries to face the processes of social, economic and cultural decay such as the ones observed in the case study.

El objetivo general del presente trabajo es realizar una propuesta de rehabilitación urbana integral para las áreas comunes del Lote 01 de la Manzana 02 del condominio Villas de Oriente, ubicado en la ciudad de Morelia, Michoacán. Con el objetivo de hacer una propuesta que les permitiera a los habitantes recuperar las áreas comunes para poder disfrutarlas, se recopiló la normatividad aplicable en materia de urbanismo, se consultó el plano autorizado en busca de identificar la ubicación de las áreas comunes del desarrollo en los planos de sembrado de vivienda autorizados por la Dependencia Municipal; posteriormente se establecieron las características in situ que poseen dichas áreas en cuanto a equipamiento y mobiliario urbano, documentando su estado físico mediante un levantamiento fotográfico; después se realizaron encuestas a los habitantes del desarrollo con el fin de recoger sus percepciones respecto del estado general de las áreas, su tamaño, limpieza, equipamiento, uso que se les da, y si son considerados como ventajas o desventajas. Esta investigación arrojó que la mayoría de los problemas de las áreas comunes son causados por las acciones o la apatía del habitante, y apenas algunas las propicia el diseño: conflictos sociales, falta de organización, así como carencia de valores como el respeto por los demás y por el entorno, son los detonantes sociales principales de la problemática identificada. Este estudio permitió concluir que cuando los problemas físicos que presenta un espacio son consecuencia de elementos culturales y sociales, nunca será suficiente una propuesta puramente arquitectónica o urbana, dado que estas únicamente serían una solución temporal a manera de maquillaje de los problemas, pero no ayudarían a resolver las causas que existen de fondo; así, la rehabilitación urbana integral propuesta no se dirige exclusivamente a la recualificación de las áreas comunes del condominio, pues sus objetivos son más amplios, tratando de afrontar los procesos de decaimiento social, económico y cultural que padece el caso de estudio.
