El programa jóvenes emprendedores rurales en Michoacán

Abstract

In our country, according to data from the National Agrarian Registry (2000), there are 196.4 million hectares, of which private properties represent 38% of the total. Social property encompasses 10.3 million hectares, which represents 53% of the national territory; They include 26,000 ejidos, 300 communities and 13.9% million inhabitants. The Young Rural Entrepreneurs Program (JER) has as main objective, to recover the young face of the Mexican countryside, as well as having benefits such as training and financing, and as for the ejidos, to have a generational replacement of the lands, in the purchase or rent of land. Also having benefits for the elderly, such as asset management, health, as well as life insurance. The agrarian centers selected to participate in this program were chosen in coordination with SAGARPA, FIRCO, FIRA and the state governments, in areas with a high concentration of young people, the elderly and emigration, in centers free of agrarian conflicts and that had the certification program. In the present work, the three stages of Agrarian Reforms in Mexico are presented sequentially, until reaching the capitalization of the field through programs such as JER, making a review of its operation at the national level, landing with its operation in the state of Michoacan.

En nuestro país, según datos del Registro Agrario Nacional (2000) existen 196.4 millones de hectáreas, de las cuales las propiedades privadas representan 38 % del total. La propiedad social aglutina 10.3 millones de hectáreas que representa el 53% del territorio nacional; en ellas se incluye 26,000 ejidos, 300 comunidades y a 13.9% millones de habitantes. El Programa de Jóvenes Emprendedores Rurales (JER) tiene como objetivo principal, recuperar el rostro joven del campo mexicano, así como también teniendo beneficios como son la capacitación y financiamiento, y en cuanto a los ejidos tener un reemplazo generacional de las tierras, en la compra o renta de tierras. Teniendo también beneficios para el adulto mayor, como son administración patrimonial, salud, así como seguro de vida. Los núcleos agrarios seleccionados para participar en este programa fueron elegidos en coordinación con SAGARPA, FIRCO, FIRA y los gobiernos de los estados, en zonas con alta concentración de jóvenes, adultos mayores y emigración, en núcleos libres de conflictos agrarios y que contaban con el programa de certificación. En el presente trabajo se expone de manera secuencial las tres etapas de Reformas Agraria en México, hasta llegar a la capitalización del campo mediante programas como el de JER, haciendo una reseña de su operación a nivel nacional, aterrizando con su operación en el estado de Michoacán.
