Abstract

The Mexican agrarian question has regained validity with even greater force compared to other historical conjunctures as a result of the constitutional reforms of the early nineties of the last century, with which the disintegration of the forms of collective possession and usufruct of the land is made possible. , one of whose most important institutions is undoubtedly the ejido. That is why the need to carry out comprehensive studies on the historical evaluation of the Agrarian Reform is something that cannot be postponed, since it seems that the privatization processes that are taking place in rural areas of Mexico will outline forms of social inequality and of widespread poverty, which were considered until recently in the government discourse as largely overcome. The challenges presented by these generic scenarios regarding the future of national, state and regional agriculture, move us to carry out a comprehensive review of what was the historical process of the Agrarian Reform, in order to specify through studies of long temporality and of case the strengths and vulnerabilities under which the most important institution of the country in the rural environment was built, as was the case of the ejido, with which it materialized from the promulgation of the General Constitution of the Republic of 1917 social justice, for which large sectors of the country's peasant population fought for a long time, both to vindicate the usurpations of land carried out in historical times by haciendas and ranches, and to gain access for the first time to full ownership and enjoyment legit of it.

La cuestión agraria mexicana ha recobrado vigencia aún con mayor fuerza respecto de otras coyunturas históricas a raíz de las reformas constitucionales de principios de los años noventa del siglo pasado, con lo que se posibilita la desintegración de las formas de posesión y usufructo colectivo de la tierra, una de cuyas instituciones más importantes es sin duda alguna el ejido. Es por ello que la necesidad de llevar a cabos estudios integrales sobre la evaluación histórica de la Reforma Agraria se constituye en algo impostergable, pues pareciera que los procesos de privatización que se desarrollan en las zonas rurales de México perfilaran desde ahora formas de desigualdad social y de pobreza generalizada, que se consideran hasta hace poco en el discurso gubernamental como ampliamente superadas. Los retos que presentan estos escenarios genéricos en torno al futuro del agro nacional, estatal y regional, nos mueven a llevar a cabo una revisión integral de lo que fue el proceso histórico de la Reforma Agraria, con el objeto de precisar a través de estudios de larga temporalidad y de caso las fortalezas y vulnerabilidades bajo las cuales se construyó la institución más importante del país en el medio rural, como fue el caso del ejido, con lo que se concretó a partir de la promulgación de la Constitución General de la República de 1917 la justicia social, por la que pugnaron por mucho tiempo amplios sectores de la población campesina del país, tanto para reivindicar las usurpaciones de las tierras efectuadas en tiempos históricos por haciendas y ranchos, como para acceder por primera ocasión a la plena propiedad y disfrute legitimo de ésta.
