Resumen : The Inter-American Court of Human Rights has issued judgments condemning the Mexican State; in all cases reparation measures have been issued that involve a great diversity of public powers to achieve their full execution. Certain factors have been identified that hinder or impede the full compliance of such judgments. While it is true, there have been advances in achieving compliance, it is also true that they have not been sufficient. In the analysis of the judgments that are investigated here, some factors that should be modified to achieve compliance come to light. This investigation analyzes four of the cases involving the Mexican Army as the main (body) responsible for serious human rights violations; for which the Mexican State has been condemned by the Inter-American Court. By failing to comply fully, it allows these crimes to continue to be committed with absolute impunity. In complying with these rulings for the Mexican State, an important step towards the advancement of stronger respect for human rights, should be contained in the Political Constitution of the United Mexican States and in international Treaties.
La Corte Interamericana de Derechos Humanos ha emitido sentencias que condenan al Estado mexicano y en todos los casos han sido dictadas medidas de reparación que involucran a una gran diversidad de poderes públicos para lograr su plena ejecución. Se han identificado ciertos factores que obstaculizan o impiden el total cumplimiento de dichas sentencias, y si bien es cierto, ha habido avances para lograr su cumplimiento, también es cierto que no han sido suficientes. En el análisis que se hace de las sentencias que aquí se investigan, se visibilizan algunos factores que deberían ser modificados para lograr su cumplimiento. En esta investigación se analizan cuatro de los casos que involucran al Ejército mexicano como principal responsable de violaciones graves a derechos humanos y por los cuales el Estado mexicano ha sido condenado por la Corte Interamericana y que, al no dar total cumplimiento, permite que estos delitos se sigan cometiendo con absoluta impunidad. Dar cumplimiento a estas sentencias representaría para el Estado mexicano, un importantísimo paso hacia el avance y fortalecimiento en el respeto a los derechos humanos, contenidos en la Constitución Política de los Estados Unidos Mexicanos y en los tratados internacionales.
