La gestión de las políticas educativas de calidad en la Universidad Michoacana. Evaluación y procesos de acreditación en licenciatura, 1986-2011

Abstract

This work was developed with the intention to analyze the gestation of accreditations within the UMSNH and the problems they raise with the autonomy of the Nicolaitas. First we need to recognize the challenges of today and ahead in the future for which it is imperative to change, if the Basic Law, but also the statute is outdated in our times for over fifty years, while the law organic has a delay of almost thirty years. These necessary changes, obey the present surrounding the highest seat of learning in the state, which faces the challenge of accrediting agencies whose function is to evaluate higher educational institutions around the country, establishing uniform parameters for heterogeneity higher education. The fact that these programs make evaluations charge therefore limit the number of students entering the various faculties, reevaluate programs every five years, demand requirements bureaucratized diverting the activity of teachers from their main functions are to teach and investigate, it makes us analyze the phenomenon to question as Nicolaitas, what should be the goal of our institution and how to meet these challenges looming in the future.

El presente trabajo fue elaborado con la intención de analizar la gestación de las acreditaciones al interior de la UMSNH y los problemas que estos suscitan con la autonomía de los nicolaitas. En primer lugar es necesario reconocer los retos del presente y los que se avecinan en el futuro para lo cual es imperioso modificar ,si, la ley orgánica, pero también el estatuto que está desfasado de nuestros tiempos por más de cincuenta años, mientras la ley orgánica tiene un retraso de casi treinta años. Estas modificaciones necesarias, obedecen al presente que rodea a la máxima casa de estudios del Estado, la cual afronta el reto de los organismos acreditadores, cuya función es evaluar a las instituciones educativas superiores de todo el país, estableciendo parámetros homogéneos para la heterogeneidad de la educación superior. El hecho de que estos programas hagan evaluaciones, cobren por ello, limiten el número de alumnos que ingresan a las distintas facultades, reevalúen los programas cada cinco años, exijan requisitos que burocratizan la actividad de los profesores desviándolos de sus principales funciones que son enseñar e investigar, nos hace analizar el fenómeno para cuestionarnos como nicolaitas, cuál debe ser el objetivo de nuestra institución y cómo afrontar estos retos que asoman de cara al futuro.
