Abstract

The present Documentary Catalog contains 618 fiches on the proceedings of Municipal Council of Morelia, where different topics can be observed in the sessions, attending to the permanent and special commissions that the councilors of the City council played, some of the subjects that we find in our records are : Agriculture, accommodation, public lighting, archives, arts, drinks and groceries, forests and trees, prisons, quarries, meat, defenders of trade, public entertainment, raffles, lotteries and civic celebrations, Barracks, charity and sanitation, school instruction, education, municipality, market, mining, montepíos and order of the municipality, public works, walks, police of grooming, bars and adobe, tax inspector and elections among others. This paper makes a case study on Municipal Elections based on the electoral laws that were being applied during our temporality, such as Law number 81, of July 31, 1871, the Electoral Organic Law, etc. It also gives a tour of the Federal and State Constitutions in the electoral question, since the Magna Carta was the most legally law, stipulated the limits, rights and obligations of the act of electing municipal officials. Here we will find the division of the municipality of Morelia, its holdings and rancherías in order to present the territory that was entitled to support to choose the town hall of Morelia, also the political parties that were present and had a certain role. This case study shows us how the old regime and the transition that occurred after the so-called Porfiriato, the struggles for municipal political power, were overturned, such as an analysis of the statistics on the number of town hall meetings over the years From 1898 to 1917.

El presente Catálogo Documental contiene 618 fichas sobre las actas de Cabildo Municipal de Morelia, en las cuales se observan diferentes temas de las sesiones, atendiendo a las comisiones permanentes y especiales que desempeñaban los regidores del Ayuntamiento. Algunos de los asuntos tratados en las actas son: Agricultura, alojamiento, alumbrado público, archivo, artes, bebidas y comestibles, bosques y arbolados, cárceles, cantera, carnes, defensores de oficio, diversiones púbicas, rifas, loterías y fiestas cívicas, estadística, hacienda y comercio, industria, jardines, cuarteles, caridad y sanidad, instrucción escolar, educación, municipalidad, mercado, minería, montepíos y encargados del orden de la municipalidad, obra pública, paseos, policía de aseo, rejas y adobe, revisadora de impuestos y elecciones entre otros. En el presente trabajo el estudio de caso es acerca de las Elecciones Municipales, basándonos en las leyes electorales que estaban aplicadas durante la temporalidad, 1como la Ley número 81, del 31 de julio de 1871, la Ley Orgánica Electoral, etc. Así mismo, se da un recorrido por las Constituciones Federales y Estatales en la cuestión electoral, ya que siendo la Carta Magna, Ley con mayor peso legal; estipulaba los límites, derechos y obligaciones del acto de elegir a los funcionarios municipales. Aquí encontraremos la división de la municipalidad de Morelia, sus tenencias y rancherías con el fin de presentar el territorio que tenía derecho a sufragar para elegir el cabildo de Morelia, también los partidos políticos que se hicieron presentes y tuvieron cierto protagonismo. Este estudio de caso nos presenta como operaba el antiguo régimen y la transición que se da después de que se derroca el llamado Porfiriato, las pugnas por el poder político municipal, como un análisis sobre la estadística sobre el número de reuniones del cabildo durante los años de 1898 a 1917.
