El Tratado McLane-Ocampo: una decisión inevitable

Abstract

In a context of civil war, the Liberal Government, headed by Benito Juárez, is in dire need of resources, which it could not obtain abroad because it was not recognized by any of the countries that maintained relations with the Mexican Republic. Added to these problems are the interventionist intentions of the United States, as well as Spain, England and France, which sought to take advantage of the social and political crisis in Mexico in order to take advantage of and expand their influence and products. In order for the Americans to desist from their intentions to invade national territory again, the Liberals went to work to obtain the recognition of the North American government, taking advantage of the rupture of this with the Conservatives. Melchor Ocampo did a great deal of diplomatic work in order to attract the Americans to the negotiating table instead of using arms to continue his expansionist enterprise. José María Mata, did a great job in Washington towards the same end. Once the long-awaited recognition was obtained, Melchor Ocampo entered into negotiations with the US Minister Plenipotentiary Robert McLane, an experienced diplomat who had precise instructions to buy Baja California and obtain the greatest possible rights over the Isthmus of Tehuantepec and on other routes that were convenient. to the United States. The result of the McLane-Ocampo Treaty has been controversial from the moment it was signed, so much so that 162 years after it continues to be discussed about the work and patriotism of the men who participated in its elaboration and the reasons they had for reaching an agreement, which, in the eyes of some, put national sovereignty at risk.

En un contexto de guerra civil, el Gobierno Liberal, encabezado por Benito Juárez se halla urgido de recursos, mismos que no podía conseguir en el extranjero por no haber sido reconocido por ninguno de los países que mantenían relaciones con la República Mexicana. A estos problemas se suman las intenciones intervencionistas de los Estados Unidos, así como de España, Inglaterra y Francia, que pretendían aprovechar la crisis social y política que había en México para poder sacar provecho y expandir su influencia y sus productos. Para que los estadounidenses desistieran de sus intenciones de invadir de nuevo territorio nacional, los liberales se pusieron a trabajar para obtener el reconocimiento del gobierno norteamericano, aprovechando la ruptura de este con los conservadores. Melchor Ocampo realizó una gran labor diplomática para poder atraer a los norteamericanos a la mesa de negociaciones en lugar de usar las armas para continuar su empresa expansionista. José María Mata, hizo un gran trabajo en Washington en pos del mismo fin. Una vez que se obtuvo el ansiado reconocimiento, Melchor Ocampo entro en negociaciones con el Ministro Plenipotenciario estadounidense Robert McLane, un experimentado diplomático que tenía instrucciones precisas para comprar Baja California y obtener los mayores derechos posibles sobre el Istmo de Tehuantepec y sobre otras rutas que convenían a los Estados Unidos. El resultado del Tratado McLane-Ocampo ha sido polémico desde el momento en que su firma, tanto que a 162 años de se sigue discutiendo sobre la labor y patriotismo de los hombres que intervinieron en su elaboración y los motivos que éstos tuvieron para realizar un acuerdo, que, a ojos de algunos ponía en riesgo la soberanía nacional.
