Bosques y deforestación; hacia una historia ambiental en Cherán de 1970 a 2011

Abstract

The present investigation proposes to answer the questions ´how and why´ in the last decades of the 20th century, large tracts of forest were lost in Cherán, Michoacán state, in Mexico. According to the hypotheses formulated based on the sources consulted, the pertinent historiographic and heuristic work, there are three main historical causes or factors that resulted in a constant loss of forest cover until 2011 in the municipality of Cherán; a) commercialization of the forest (industrialization of timber resources), b) legal and illegal logging and c) the effects of the policies implemented for the protection and exploitation of the forest during the 20th century and the first decade of the 21st century. Historical factors are presented as anthropic activities. This deforestation process in Cherán not only produced negative effects on the environment but also gave rise to the mobilization of this community of the P'uhrepecha plateau to face insecurity and illegal logging and above all to modify the relationship with the government. The evolution of the deforestation process in Cherán, its causes and consequences, was located and periodized, as well as documented the fundamental role that social actors played in defense of their forests in a specific historical period under the socio-economic and political levels of the environmental history. In such a way that with the geographic information collected, a historical interpretation, a historical narrative (interpretation and synthesis) of the deforestation process in Cherán in the neoliberal period was created. Finally, the documentation of this research work intends to allow us to contrast the previous and current situation that exists in Cherán to study the result of the actions carried out by the Cherán community.

La presente investigación plantea dar respuesta a él ¿cómo? y ¿por qué? en las últimas décadas del siglo XX se perdieron grandes extensiones de bosque en Cherán, estado de Michoacán, México. Según las hipótesis formuladas con base en las fuentes consultadas, el trabajo historiográfico y heurístico pertinente, son tres las causas o factores históricos principales que resultaron en una constante pérdida de cobertura forestal hasta 2011 en el municipio de Cherán; a) mercantilización del bosque (industrialización de los recursos madereros), b) tala legal e ilegal y c) los efectos de las políticas implementadas para la protección y explotación del bosque durante el siglo XX y la primera década del siglo XXI. Se presentan los factores históricos como actividades antrópicas. Este proceso de deforestación en Cherán no solo produjo efectos negativos en el medio ambiente sino además dio a origen a la movilización de ésta comunidad de la meseta P’uhrepecha para hacer frente a la inseguridad y la tala ilegal y sobre todo para modificar la relación con el Estado. Se localizó y periodizó la evolución del proceso de deforestación en Cherán, sus causas y consecuencias, también se documentó el papel fundamental que jugaron los actores sociales en defensa de sus bosques en un periodo histórico determinado bajo los niveles socio-económico y político de la historial ambiental. De tal modo que, con la información geográfica recabada, una interpretación histórica, se creó una narración histórica (interpretación y síntesis) del proceso de deforestación en Cherán en el periodo neoliberal. La documentación de éste trabajo de investigación pretende acceder históricamente a la situación previa al año del 2011 en Cherán y conocer el resultado de las acciones llevadas a cabo por la comunidad de Cherán.
