Fortalecimiento de la hacienda municipal de Morelia

Abstract

The municipal treasury of Morelia, Michoacán, as all the municipalities of Mexico, are submitted to the federation regarding their tax authority, this represents an obvious inequality and undermining their Municipal autonomy, this problem has its origin with the creation of the Coordination System Fiscal, where the municipalities grant their tax power to the federation in exchange for contributions and participations. Municipal inequality in the municipal power system does not lead to seek the strengthening of its farm is for this reason that it is intended to seek the strengthening of the Municipal farm with specific mechanisms.

La hacienda Municipal de Morelia, Michoacán al igual que todos los Municipios de México están sometidos ante la Federación respecto a su potestad tributaria, esto representa una inequidad evidente y atentando con su autonomía Municipal, este problema tiene su origen con la creación del Sistema de Coordinación Fiscal, donde los Municipios otorgan su potestad tributaria a la Federación a cambio de las aportaciones y participaciones. La inequidad Municipal en el sistema de potestad municipal no conduce a buscar el fortalecimiento de su hacienda es por este motivo que se pretende buscar el fortalecimiento de la hacienda Municipal con mecanismos específicos.
