El despilfarro informático en las áreas de gobierno, caso Secretaría de Planeación y Desarrollo Estatal

Abstract

The purpose of this thesis was to analyze the situation of computer waste in the areas of state government especially in the SEPLADE (State Secretariat of Planning and Development), a situation that we can find every day and in any type of office. For purposes of realizing the idea of this investigation collected, I would give the sequence of the chapters that make up this study as mentioned below: In chapter one, the methodological aspects are presented, and the statement of the problem that exists within the State Government workers, but in particular workers SEPLADE that due to lack of training and resistance change in the computer field you can see the main problem was detected as is the computer waste. In chapter two, referring to the theoretical framework, the organizational structure of the SEPLADE, and the elements and importance of any organization, which in this investigation will be a little more focused on government agencies. In chapter three, you will appreciate the concept of what the computer and the central point that led us to this research wasted computer as a reality ignored. In chapter four, it mentioned what is the administration, the background and importance within any organization as well as importance within the IT function, handling it as an urgent activity today. In chapter five, we mentioned the importance of training in all organizations, why should train the staff and will detect reactions to training.

El propósito de éste trabajo de tesis, fue el analizar la situación del despilfarro informático en las áreas de Gobierno del Estado en especial en la SEPLADE (Secretaría de Planeación y Desarrollo Estatal), situación que nos podemos encontrar día a día y en cualquier tipo de oficina. Para efectos de concretar la idea de esta investigación recopilada, me permito dar la secuencia de los capítulos que forman parte de este estudio como a continuación se mencionan: En el capítulo uno, se presentan los aspectos metodológicos, así como el planteamiento del problema que existe dentro de los trabajadores del Gobierno del Estado, pero en lo particular de los trabajadores de la SEPLADE, que debido a la falta de capacitación y a la resistencia al cambio en el área de informática se puede apreciar el principal problema que se ha detectado como lo es el despilfarro informático. En el capítulo dos, se hace referencia al marco teórico, a la estructura organizacional de la SEPLADE, y a los elementos e importancia que tiene cualquier tipo de organización, que en la presente investigación estará un poco más enfocada a las dependencias gubernamentales. En el capítulo tres, se podrá apreciar el concepto de lo que es la informática y el punto central que nos llevó a la presente investigación el despilfarro informático como una realidad ignorada. En el capítulo cuatro, se menciona lo que es la administración, los antecedentes y la importancia que tiene dentro de cualquier organización, así como la importancia que tiene dentro de la función informática, manejándola como una actividad urgente en la actualidad. En el capítulo cinco, mencionamos la importancia que tiene la capacitación en todas las organizaciones, el por qué se debe de capacitar a los colaboradores y que reacciones vamos a detectar con la capacitación.
