Resumen : This research arises because the State of Michoacán presents its educational indicators far below other entities, remaining in the penultimate places and being an alarming situation in the most recently applied tests, PISA and Planea. There has been a low efficiency of policies in higher secondary education that are closely related to coverage and literacy, analyzing each of the period, between 2010 and 2015, presents the objective is to "determine whether coverage and literacy influenced the low efficiency of politics in higher secondary education, 2010-2015 ". Therefore, the method used, which has recognition to determine the efficiency in the educational field, has been a Data Envelopment Analysis (DEA) model, applied to each of the municipalities that make up the object of study. Subsequently, the obtained results show that the independent variables are highly correlated with the efficiency that the State presents, showing inefficiency, with 75.99% on average, in the six years analyzed, in other words, the higher secondary educational system is not attending the needs of the students who enter and this in turn causes, that they do not pass school year and leave the baccalaureate.
