Financiamiento de los proyectos de obra del programa PROSSAPYS III, por la CONAGUA en Cachivi, municipio de Senguio, Mich.

Abstract

This thesis work presents the actions are performed in a water system for the community of Cachiví, Senguio Municipality, Michoacán, stating the reasons that had to carry out the said work, from the application of it to his conclusion. During the development work, the requirements that must be taken into account for this set, considering both the Mexican Constitution, as the regulations of the National Water Commission regarding the Operating Rules of Federal water programs and sanitation, and the Law of Public Works and Related Services Same; Loan Agreement signed with the Inter-American Development Bank (IDB) for the disbursement of the financial resources used in the construction of the work. Moreover, define the elements of research problem , justification, object, subject of study, hypothesis , general and specific objective , the methodology to be applied , as well as knowing the branches of Financial Accounting , Public and International Finance this job professional ; identification of Legal , and Accounting Fundamentals Financeable necessary to carry out the financing of a Drinking Water Project ; analyze the elements , requirements and procedures necessary to finance the work of Drinking Water in the Community Cachivi , Senguio, Municipality , Mich. , and finally identifying the institutions and units involved to carry out the work. The methodology for conducting this research will be of type Document, identifying and analyzing the elements of the CNA Constitution, as well as external and Accounting Financing, required for a construction project to finally identify the requirements and procedures Prossapys to carry out the work.

El presente trabajo de Tesis expone las acciones que se realizan en un Sistema de Agua Potable para la comunidad de Cachiví, Municipio de Senguio, Michoacán, exponiendo los motivos que se tuvieron para llevar al cabo dicha obra, desde la solicitud de la misma hasta su conclusión. Durante el desarrollo del trabajo, se establece la normatividad que debe de tomarse en cuenta para ello, considerando tanto la Constitución Mexicana, como la normatividad de la Comisión Nacional del Agua, en lo referente a las Reglas de Operación de los programas Federales de agua potable y saneamiento, así como la Ley de Obras Públicas y Servicios Relacionados con la Misma; el Contrato Préstamo suscrito con el Banco Interamericano de Desarrollo (BID) para el desembolso de los recursos financieros aplicados en la construcción de la obra. Por otra parte, definir los elementos del Problema de investigación, justificación, objeto, sujeto de estudio, hipótesis, objetivo general y específico, la metodología a aplicar, así como conocer las ramas de la Contabilidad Financiera, las Finanzas Públicas e Internacionales del presente trabajo profesional; la identificación de los Fundamentos Legales, Financiables y Contables necesarios para llevar a cabo el Financiamiento de un Proyecto de Agua Potable; analizar los elementos, requisitos y Procedimientos necesarios para el financiamiento de la obra de Agua Potable en la Comunidad de Cachivi, Municipio de Senguio, Mich., y finalmente la identificación de las Instituciones, y Dependencias involucradas para la realización de la obra. La Metodología para llevar a cabo la presente Investigación será de tipo Documental, identificando y analizando los elementos de Constitución de la CONAGUA, así como los Financiamientos externos y Contables necesarios para el Financiamiento de un Proyecto de obra para finalmente identificar los requisitos y procedimientos del PROSSAPYS para llevar al cabo la obra.
