Resumen : | This research approach the study of the development and evolution of the institutions responsible for control and organize the electoral processes in Mexico and, therefore, also carries out the analysis of the legal framework and the discussions that gave them life. In this sense, electoral systems in any country are not pure, have always been the result of a sort of trial and error that set up as hybrids. In Latin America, most of the laws in this area in the twentieth century transited from the old to the new electoral system through the creation of ad hoc electoral institutions, whether administrative or judicial nature, which watered different models of electoral management worldwide. Such was the case of Mexico. But the creation of these institutions came from the hand of electoral reforms, therefore at work not mentioned all electoral reforms that have existed in Mexico, there is rather a selection of those electoral reforms important structural changes in the configuration of the election administration at the federal level of these institutions. In this regard, this study falls in line with studies analyzing democratization through reforms, so during the investigation we realized that the best way to approach the problem happening to understand how the reforms were building the Mexican electoral institutions. La presente investigación aborda el estudio del desarrollo y evolución de las instituciones encargadas de controlar y organizar los procesos electorales en México y, por tanto, también lleva a cabo el análisis del entramado legal y de las discusiones que les dieron vida. En este sentido, los sistemas electorales en ningún país son puros, siempre han sido el resultado de una suerte de prueba y error que los configura como híbridos. En América Latina, la mayoría de las legislaciones en esta materia en el siglo XX transitaron del antiguo al nuevo régimen electoral a través de la creación de instituciones electorales ad hoc, ya fueran de naturaleza administrativa o jurisdiccional, que abrevaban de diferentes modelos de administración electoral a nivel mundial. Tal fue el caso de México. Ahora bien, la creación de estas instituciones vino de la mano de reformas electorales, por ello en el trabajo no están mencionadas todas las reformas electorales que han existido en México, existe más bien una selección de aquellas reformas electorales que significaron cambios estructurales en la configuración de la administración electoral a nivel federal de dichas instituciones. En este sentido, este estudio se enmarca en la línea de trabajos que analizan la democratización vía las reformas, por ello durante la investigación entendimos que la mejor vía de aproximación al problema pasaba por entender la manera en que las reformas fueron construyendo las instituciones electorales mexicanas. |
