Historia del concepto salario y el artículo 123 constitucional

Abstract

Studies on economic history have developed over a period of little more than two centuries and were initially confined to the analysis with an increasingly critical sense of the positioning and evolution of capitalist-type formation that quickly dominated the World concert Characters such as Adam Smith, David Ricardo, Carlos Marx and Federico Engels, in their respective moment realized retrospective counts on the general lines in which they had sustained the productive activities of the human beings, from their configuration as such. However, among the many aspects that were addressed in the successive economic and social formations of the history of humanity, in very few cases addressed issues such as the remuneration of work performed by some individuals in favor of others: wages. The question only became relevant when the production relations of the full capitalist economy were formed, on which the classics of Marxism established the thesis that class differentiation accrued from the proportion in which the socially generated wealth was distributed in the productive forces . But at that time little was the sensitivity and the need to formulate and elaborate a work on economic and social history, which even in its generality explained the evolution of the notion of salary, was ignored. In this dynamic, when making the bibliographic count and some documentary sources that allowed to enter with some certainty to the history of the concept of wage, the tendency was the perception of a certain emptiness. Although the authors that have been spelled out in their respective speeches, on political economy, some notions, the truth is that they do not address the core meaning of this research. That is to say, how the subject of the remuneration of labor provided by an individual in favor of another contractor of the latter has been understood and taken to praxis in the social economic relations.

Los estudios sobre historia económica se han desarrollado en un lapso de poco más de dos siglos y en sus inicios se circunscribieron al análisis con un sentido crecientemente crítico sobre el posicionamiento y de la evolución que registraba la formación de tipo capitalista que rápidamente se enseñoreaba en el concierto mundial. Personajes como Adam Smith, David Ricardo, Carlos Marx y Federico Engels, en su respectivo momento efectuaron recuentos retrospectivos sobre las líneas generales en las que se habían sustentado las actividades productivas de los seres humanos, desde su configuración como tales. Sin embargo, de entre las muchas aristas que se abordaron de las sucesivas formaciones económico sociales de la historia de la humanidad, en muy pocos casos abordaron temas como el de la retribución del trabajo desempeñado por unos individuos a favor de otros: el salario. La cuestión únicamente adquirió relevancia cuando se configuraron las relaciones de producción de la plena economía capitalista, sobre lo cual los clásicos del marxismo establecieron la tesis de que la diferenciación de clases devenía de la proporción en que en las fuerzas productivas se distribuían la riqueza socialmente generada. Pero en aquel entonces poca fue la sensibilidad y se soslayó la necesidad de plantear y elaborar un trabajo sobre historia económica y social, que explicara siquiera en su generalidad la evolución de la noción de salario. En esta dinámica, al efectuar el recuento bibliográfico y de algunas fuentes documentales que permitieran adentrarse con alguna certeza a la historia del concepto de salario, la tendencia fue la percepción de un cierto vacío. Si bien los autores que se han enunciado vierten en sus respectivos discursos, sobre economía política, algunas nociones, lo cierto es que no abordan la acepción medular de esta investigación. A saber, cómo ha sido entendido y llevado a la praxis en las relaciones económico sociales, el tema de la remuneración del trabajo prestado por un individuo a favor de otro contratante de éste.
