Resumen : One of the big problems that has suffered the Mexican nation throughout their historical development, starting from the independence, it has been the violation of the constitutional norms for the organs of the state in charge of to complete them and to make them complete. The solution to this problem has been, it is and it will be to establish methods and mechanisms to avoid its violation, and if these they fail, to create systems, procedures and devices to repair the offenses caused with its violation, as well as to reestablish the empire of the constitutional classification harmed by the authority. From the first decades of the XIX century, Mexico opted to settle down and to govern its political organization, the operation of the organs of the state and the performance of the individuals that exercise the power, that is to say by means of fundamental principles that have been captured in the supreme law of the nation, in the Constitution, the laws of the Congress of the Union that emanate of her and the treaties that agree with the same, celebrated and that they take place for the President of the Republic, with approval of the Senate. One of the most important obligations in the individuals that have carried out a representation, function or service in the legislative organs, executives or judicial of the Mexican state, it has been the one of to complete and to make complete, to apply and to make apply, to obey and to make obey, to respect and to make respect the Constitution, as well as the laws that are derived of her.
Uno de los grandes problemas que ha padecido la nación mexicana a lo largo de su desenvolvimiento histórico, a partir de la independencia, ha sido la violación de las normas constitucionales por los órganos del estado encargados de cumplirlas y hacerlas cumplir. La solución a este problema ha sido, es y será establecer métodos y mecanismos para evitar su violación, y si estos fallan, crear sistemas, procedimientos y dispositivos para reparar los agravios causados con su violación, así como para restablecer el imperio del ordenamiento constitucional vulnerado por la autoridad. Desde las primeras décadas del siglo XIX, México optó por establecer y regir su organización política, el funcionamiento de los órganos del estado y la actuación de los individuos que ejercen el poder, por medio de principios fundamentales que han quedado plasmados en la ley suprema de la nación, es decir, en la Constitución, las leyes del Congreso de la Unión que emanan de ella y los tratados que están de acuerdo con la misma, celebrados y que se celebren por el Presidente de la República, con aprobación del Senado. Una de las obligaciones más importantes de los individuos que han desempeñado una representación, función o servicio en los órganos legislativos, ejecutivos o judiciales del estado mexicano, ha sido la de cumplir y hacer cumplir, aplicar y hacer aplicar, obedecer y hacer obedecer, respetar y hacer respetar la Constitución, así como las leyes que se derivan de ella.
