Acciones colectivas del movimiento sindical de Acerías Paz del Río. Boyacá, Colombia 1979-1994

Abstract

The objective of this research is to identify and explain the main collective actions carried out by the Arcerías Paz del Río Workers’ National Union during the three strikes in 1979, 1984 and 1994. Due to the fact that organizational processes are largely determined by national scenarios, it is important to characterize in general terms the Colombian Trade Union Movement throughout the twentieth century, and analyze the political and economic context in which the different strikes were organized. On the other hand, we are determined to describe the constitution of the company, the composition of its workers and the nature of the union and, finally, to identify the causes that produce collective actions and the achievements that obtain throughout them. The kind of history developed in this work is at the social level, from the study of social movements –especially from the trade union perspective. Therefore, the method of analysis is the Structure of Opportunities by Sidney Tarrow and the tenets of PhD. Mauricio Archila Neira about social protest in Colombia. The union struggle in Arcerías Paz del Río was adjusted to the stages of the Colombian labour movement since the conjunctures were adapted to the National logic; that is to say, the motivations of the strikes were influenced by country’s political, social and economic conditions. First, by the rise of social struggle in the seventies; second, by the economic crisis of the eighties; and third, by the entrance to the neoliberal model in the last decade of the twentieth century. However, strikes acquired particularities given by the region.

El objetivo de esta investigación es identificar y explicar las principales acciones colectivas adelantadas por el Sindicato Nacional de Trabajadores de Acerías Paz del Río durante las tres huelgas realizadas en 1979, 1984 y 1994. Debido a que los procesos de organización están determinados en gran medida por los escenarios nacionales, es importante caracterizar de manera general el movimiento sindical colombiano a lo largo del siglo XX y analizar el contexto político y económico en el cual se organizaron las diferentes huelgas. Por otro lado, nos proponemos describir la constitución de la empresa, la composición de sus trabajadores y la naturaleza del sindicato y, por último, identificar las causas que llevaron a las acciones colectivas y los logros que consiguieron a lo largo de éstas. El tipo de historia a desarrollar es en el plano social, a partir del estudio de los movimientos sociales, en especial desde la perspectiva sindical. Teniendo en cuenta lo anterior, el método de análisis es la Estructura de las oportunidades de Sidney Tarrow y los postulados del Dr. Mauricio Archila Neira sobre la protesta social en Colombia. La lucha sindical en Acerías Paz del Río se ajustó a las etapas del movimiento obrero colombiano, puesto que las coyunturas vividas se adecuaron a la lógica nacional; es decir, as motivaciones de las huelgas fueron influenciadas por las condiciones políticas, sociales y económicas del país. Primero, por el auge de la lucha social en los setentas; segundo, por la crisis económica de los ochentas; y tercero, por la entrada del modelo neoliberal en la última década del siglo XX. No obstante, las huelgas adquirieron particularidades propias dadas por la región.
