El combate a la corrupción: la (in) eficacia del sistema estatal anticorrupción

Abstract

This investigation it’s about the corruption, specifically from investigative police at Michoacan, and how is the way that the “Sistema Estatal Anticorrupción” impacts. Since a theoretical viewpoint, the concepts that are around the subject are studied, and then review the way in which the current legal framework addresses them. Subsequently, we analyze the figures that various studies present on corruption, both in the world and in Mexico, and then address the problem in Michoacan with a clearer vision. This work is of constitutional procedural Law, which indicates that the issue is addressed first from the Mexican Constitution and then from the point of view of the Michoacan Constitution. Finally, we present the results, focused on corruption in the Michoacan investigative police, their networks of impunity and corruption woven into a complex network that we seek to unravel.

Este trabajo de investigación aborda el tema de la corrupción, específicamente el de la policía de investigación en Michoacán, y la manera en que incide el Sistema Estatal Anticorrupción. Se estudian, desde el punto de vista teórico, los conceptos que giran alrededor del tema, para luego revisar la manera en que el marco jurídico vigente los atiende. Posteriormente se analizan las cifras que diversos estudios presentan sobre la corrupción, en tanto en el mundo como en México, para luego abordar con una visión más clara la problemática en Michoacán. El presente trabajo es de corte procesal constitucional, lo que indica que el tema lo abordamos primero desde la Constitución mexicana y luego desde el punto de vista de la Constitución michoacana. Finalmente presentamos los resultados, focalizados a la corrupción en la policía de investigación michoacana, sus redes de impunidad y corrupción tejidas una red compleja que procuramos desentrañar.
