Manual práctico integral de procedimientos para proyectos carreteros. Primera parte

Abstract

The research for the development of this thesis to make the “MANUAL PRÁCTICO INTEGRAL DE PROCEDIMIENTOS PARA PROYECTOS CARRETEROS” looking for the solution to the administrative technical problems; and to promote the proper use of all technical, financial and human resources that the Secretaría de Comunicaciones y Transportes through the Subsecretaría de Infraestrcutura has, with the aim of contributing to economic growth in Mexico and its equitable social development with the construction road infrastructure under the trilogy: cost, quality and durability (useful life that was planned), providing road safety to the user. This thesis is aimed especially those engineers dedicated to the roads, which is intended as a guide in the stages of planning, project development, works, closing and operation so as to serve as a handbook for residents construction, general residents of roads, unit heads and technical services laboratories, facilitating decision-making, considering that this manual is made up of the regulations and guidelines in force established by the SCT and the agencies involved in the process from germination until completion of an infrastructure.

El trabajo de investigación para el desarrollo de la presente tesis tiene el objetivo de realizar el “MANUAL PRÁCTICO INTEGRAL DE PROCEDIMIENTOS PARA PROYECTOS CARRETEROS” buscando la solución a los problemas técnico-administrativos; así como a fomentar la utilización adecuada de todos los recursos técnicos, financieros y humanos que la Secretaría de Comunicaciones y Transportes a través de la Subsecretaria de Infraestructura posee, con la finalidad de contribuir al crecimiento económico de México y a su desarrollo social equitativo con la construcción de infraestructura carretera bajo la trilogía: costo, calidad y durabilidad (vida útil a la que fue planeada), brindando seguridad vial al usuario. Esta tesis está dirigida especialmente aquellos ingenieros dedicados a las vías terrestres, la cual pretende servir guía en las etapas del proceso de planeación, elaboración de proyectos, ejecución de obras, el cierre y puesta en operación de tal forma que sirva como un prontuario para residentes de obra, residentes generales de carreteras, jefes de unidad de servicios técnicos y de laboratorios, facilitando la toma de decisiones, considerando que este manual está conformado por la normatividad y lineamientos vigentes que establece la SCT y las dependencias involucradas en el procedimiento desde su germinación hasta su finalización de una obra de infraestructura.
