Abstract: The orientation of the thesis research that was developed in the present work, reveals the performance of risk management that has been implemented to address the problem of floods in the City of Morelia, Michoacán in the period of 2016 - 2017, from the perspective of institutional performance and the perception and ability to cope with risk. A mixed methodology was used that combines both qualitative and quantitative aspects. The techniques used were documentary and field, based on in-depth interviews applied to four study groups: Executives and public administration workers, academic experts and affected society, previously defined groups. The main results establish that the people affected by a flood perceive and face the floods in a different way to the one delineated by the managers and workers of the public administration. This aspect is related to the institutional performance, which has been the governmental part and which is related to the absence of structural measures but above all, non-structural measures to reduce the risk of flooding in the city. Additionally, as part of this research, the binding relationship between regional development and flood risks was exposed, in order to manifest the series of factors that are involved in this problem, and that may go unnoticed when structuring public policies to give attention to this type of events.
La orientación de la investigación de tesis que se desarrolló en el presente trabajo, da a conocer el desempeño de la gestión de riesgos que se ha implementado para atender la problemática de las inundaciones en la Ciudad de Morelia, Michoacán en el periodo de 2016 - 2017, desde la perspectiva del desempeño institucional y la percepción y capacidad de afrontamiento del riesgo. Para ello se desarrolló una metodología mixta que combina tanto aspectos cualitativos como cuantitativos. Las técnicas que se emplearon fueron documentales y de campo, partiendo de entrevistas a profundidad aplicadas a cuatro grupos de estudio: Directivos y trabajadores de la administración pública, expertos académicos y sociedad afectada, grupos previamente definidos. Los principales resultados establecen que las personas afectadas por una inundación perciben y afrontan las inundaciones de una manera distinta a la que es delineada por los directivos y trabajadores de la administración pública. Este aspecto, se relaciona con el desempeño institucional, que ha tenido la parte gubernamental y que se relaciona con la ausencia de medidas estructurales, pero, sobre todo, no estructurales para reducir el riesgo de inundaciones en la ciudad. Adicionalmente, como parte de esta investigación se expuso la relación vinculante que existe entre el desarrollo regional y los riesgos de inundaciones, a fin de manifestar la serie de factores que se ven involucrados en esta problemática, y que pueden pasar desapercibidos al momento de estructurar políticas públicas para dar atención a este tipo de eventos.
