La planeación participativa como herramienta ante el desarrollo local: Turismo en Huandacareo, Michoacán

Abstract

The municipality of Huandacareo is traditionally known for hot springs. Here are aquatic recreations centers each year are benefited with visitors mostly from the region. However, a municipality that has been characterized also by productive vocations such as agriculture and livestock. It is listed as a town half marginalization, notwithstanding the number of people has declined substantially in recent years and one of the factors has been the migration mainly to America. Tourism is a sector in our country has been supported, particularly in Michoacán has been given significant impetus to it, has contributed to economic growth in the towns have with the richness natural and cultural were promoting for the government, however in the municipality of Huandacareo still missing actions so that the contribution is local sustainable development. This research presents a first approach to what can be a strategic planning in tourism, where characters are involved in the industry consolidated and others who may become new local actors.

El municipio de Huandacareo es tradicionalmente conocido por las aguas termales. En este lugar se encuentran centros de recreación acuática que año con año se ven beneficiados con visitantes en su mayoría de la región. Sin embargo, es un municipio que se ha caracterizado además por vocaciones productivas como la agricultura y la ganadería. El turismo es un sector que en nuestro país ha sido apoyado, en particular en Michoacán se ha dado un impulso importante a éste; ha contribuido al crecimiento económico de las localidades que cuentan con riquezas naturales y culturales promovidas por los diferentes niveles de gobierno, sin embargo en el municipio de Huandacareo aún faltan acciones para que la contribución sea al desarrollo local sustentable. Frente a otras actividades económicas el turismo alternativo puede ser la opción de desarrollo local sustentable más redituable e interesante para el municipio, entendida la sustentabilidad como la capacidad de inclusión y equidad de todos los actores involucrados. El presente trabajo muestra un primer acercamiento a una planeación participativa en materia turística, donde se involucran personajes consolidados en el sector y otros que pueden convertirse en nuevos actores locales.
