Modelo administrativo para la competitividad del organismo operador de agua potable, alcantarillado y saneamiento, del municipio de Álvaro Obregón, Michoacán

Abstract

The service of drinking water, drainage, sewerage, treatment and disposal of its wastewater is regulated in article 115 of the constitution, which establishes that this is a municipal responsibility. In the state market, it is planned to propose that the drinking water, sewerage and sanitation operating bodies in the centers and population centers of urban and rural areas carry out strategic cooperation alliances for the provision of these services through agreements and contracts. For this purpose, they are held between nearby municipal operating agencies (inter-municipal) or between municipal operating agencies in border areas of the state that allow it (interstate), this opportunity will depend on the competitiveness that is achieved to increase the supply in distribution, efficient management and price of the resource. The potable water, sewerage and sanitation operating body of the municipality of Álvaro Obregon Michoacán, object of study, lacks a functional organization that prevents it from being at a competitive level, so it is interested in research programs to take advantage of growth opportunities that they present and thus obtain a competitive presence. In the investigation, an analysis is made of the activities carried out by the drinking water, sewerage and sanitation operating body of the municipality of Álvaro Obregon, Michoacán; highlighting that the lack of administrative knowledge has been its great problem since it began to operate as a municipal company, preventing it from achieving the planned objectives. The drinking water operating agency under study requires strategies that facilitate its officials anticipating simple changes and maintaining certainty in the face of less controllable external factors.

El servicio de agua potable, drenaje, alcantarillado, tratamiento y disposición de sus aguas residuales está regulado en el artículo 115 de la constitución, en el que se establece que este es de competencia municipal. En el mercado estatal se planea proponer que los organismos operadores de agua potable, alcantarillado y saneamiento en los centros y núcleos de población de las zonas urbanas y rurales lleven a cabo alianzas estratégicas de cooperación para la prestación de estos servicios por medio de convenios y contratos a tal efecto se celebren entre organismos operadores municipales cercanos (intermunicipales) o entre organismos operadores municipales en zonas limítrofes del estado que así lo permita (interestatales), esta oportunidad dependerá de la competitividad que se logre para incrementar la oferta en la distribución, manejo eficiente y precio del recurso. El organismo operador de agua potable, alcantarillado y saneamiento del municipio de Álvaro obregón Michoacán, objeto de estudio, carece de una organización funcional que le impide ubicarse en un nivel competitivo, por lo que se interesa en programas de investigación para aprovechar las oportunidades de crecimiento que presentan y de esta manera obtener presencia competitiva. En la investigación se hace un análisis de las actividades que realiza el organismo operador de agua potable, alcantarillado y saneamiento del municipio de Álvaro obrero, Michoacán; destacando que la falta del conocimiento administrativo ha sido su gran problema desde que empezó a realizar operaciones como empresa municipal, impidiéndole alcanzar los objetivos planeados. El organismo operador de agua potable objeto de estudio, requiere de estrategias que faciliten a sus funcionarios anticiparse a los cambios simples y mantener certidumbre ante factores externos menos controlables.
