El abandono canino y su marco normativo como una problemática para el bienestar animal y social en Morelia, Michoacán

Abstract

Morelia, Michoacán is a city with a strong problem of canine neglect, however, the regulatory framework and government strategies used around the protection and walfare of domestic animals has not been sufficient or effective to combat the problem of abandonment canine. This problem has important consequences, both animal welfare and human well-being affect them both physically and psicologically. In the town, there is a consequent abandonment canine overpopulation of more than seven hundred thousand dogs, where more than sixty percent (street and no street) are on public roads. The reasons why a dog typically abandoned van lack of time, money, space, temperament of the animal or just because you gradually lost interest, however, has been shown in this investigation that the only valid cause for which a person decides to leave her pet is the lack of interest in it. Although most dogs tend to have a home at some point in their lives, five out of ten dogs end up living on the streets and be exposed to all kinds of abuse, hunger, cold, disease, among others. By increasing annually canine overpopulation in almost one hundred percent, the society is affected significantly in their health due to the hundreds of tons of feces discarded by these animals. Besides this, they also increase car accidents and attacks and bitten by stray dogs. The regulatory framework is weak in terms of the problems that currently resides Morelia because it has not even been able to control the annual canine overpopulation and has not been convincingly interested in the theme of abandonment, even though this is the root of the current canine overpopulation.

Morelia, Michoacán es una ciudad con un marcado problema de abandono canino, no obstante, el marco normativo, así como las estrategias gubernamentales utilizadas en torno a la protección y bienestar de los animales domésticos no ha sido suficiente ni eficaz para combatir el problema del abandono. Dicho problema ha tenido consecuencias importantes, tanto en el bienestar animal como en el bienestar del ser humano afectándoles tanto física como psicológicamente. En el municipio, consecuente al abandono existe una sobrepoblación canina de más de setecientos mil perros, en donde más del sesenta por ciento (callejeros y no callejeros) se encuentran en vía pública. Las causas por las cuales se suele abandonar un perro van falta de tiempo, dinero, espacio, temperamento del animal o simplemente porque paulatinamente se le perdió el interés, no obstante, se ha comprobado en la presente investigación que la única causa valida por la que una persona decide abandonar a su mascota es el desinterés hacia éste. A pesar que la mayoría de los perros suelen tener un hogar en alguna etapa de su vida, cinco de cada diez perros terminaran viviendo en las calles y estarán expuestos a todo tipo de maltrato, hambre, frio, enfermedad, entre otras. Al incrementar anualmente la sobrepoblación canina en casi un cien por ciento, la sociedad se ve afectada de manera importante en su salud debido a las cientos de toneladas de heces desechadas por estos animales. Aunado a ello, también incrementan los accidentes automovilísticos así como los ataques y mordidas por perros callejeros. El Marco normativo se muestra débil en cuanto a la problemática que actualmente vive Morelia ya que no ha podido siquiera controlar la sobrepoblación canina anual y no se ha interesado de manera convincente en el tema del abandono, a pesar de que es ésta la raíz de la sobrepoblación canina actual.
