Propuesta de relleno sanitario en el municipio de Pátzcuaro, Michoacán

Abstract

Patzcuaro is a municipality that has been growing steadily in population and land area. This raises the enormous challenge of proper management of solid waste. Currently it is showing an increase in the production rate per capita, coupled with poor control in managing their waste. This problem negatively affects the quality of life of the population in both health and the environment; little or nothing has been done to combat this problem due to poor environmental culture, no interest from the government, big bureaucracy and corruption in the three levels of government. This problem is exacerbated by the present deplorable state of the finances of the State of Michoacan. People take more and more aware of the problems caused by poor management of solid waste and has demanded stronger action of government institutions to solve; It should be noted that in most municipalities is already demanding the implementation of mitigation and landfills as best solution for the disposal of solid waste. There is currently a intermunicipal landfill in the area where the municipality solid waste are disposed, yet because of various problems between the municipalities it is not functioning as it should and Patzcuaro decided to plan the construction of a new landfill. Michoacan - In this paper the proposed construction of a new landfill in the town of Patzcuaro is addressed. The eighty-four sites covering the municipality contemplated. The project involves the collection and management of solid waste 104.298 inhabitants, considering a population estimated lifespan of 20 years for the landfill.

Pátzcuaro es un municipio que ha venido creciendo constantemente en población y en extensión territorial. Esto genera el enorme reto del adecuado manejo de los residuos sólidos. Actualmente muestra un incremento en el índice de producción per cápita, aunado a un mal control en el manejo de sus residuos. Esta problemática repercute negativamente en la calidad de vida de la población, tanto en la salud como en el ambiente; poco ó nada se ha realizado para combatir este problema debido a la escasa cultura ambiental, al nulo interés por parte del gobierno, gran burocracia y corrupción en los tres niveles gubernamentales. Este problema se incrementa por el deplorable estado actual de las finanzas del Estado de Michoacán. La población toma cada vez más conciencia de la problemática originada por un mal manejo de los residuos sólidos y ha demandado acciones más decididas de las instituciones gubernamentales para solucionarlo; hay que resaltar que en la mayoría de los municipios ya se está exigiendo la implantación de los rellenos sanitarios como mitigación y mejor solución para la disposición final de los residuos sólidos. Actualmente existe un relleno sanitario intermunicipal, en la zona, donde se disponen los residuos sólidos del municipio, sin embargo por problemas de diversa índole entre los municipios éste no está operando como debiera y Pátzcuaro decidió planear la construcción de un nuevo relleno sanitario. En el presente trabajo se aborda esta propuesta de construcción de un nuevo relleno sanitario en el municipio de Pátzcuaro – Michoacán. Se contemplan las ochenta y cuatro localidades que abarca el municipio. El proyecto implica la recolección y el manejo de los residuos sólidos de 104,298 habitantes, población estimada considerando un tiempo de vida útil de 20 años para el relleno sanitario.
