Procedimiento establecido para licitaciones por invitación restringida en el IFEEM

Abstract

A tender is a process which the construction companies compete in order to obtain full management and construction of a specific work. There are two types of tenders the first one is a restricted invitation tenders and the second one is public invitation tenders. In this thesis work will discuss the restricted invitation tenders. The restricted invitation tenders are not published in the most popular newspaper of the country (such as public invitation tenders) they are only disclosed by mail by mail only to certain companies. The construction company which is invited to a restricted invitation tender must confirm to the unit if it’s going to accept or reject the invitation. The Educational Institute of Physical Infrastructure of Michoacan (IIFEEM in Spanish) discloses the construction companies that are necessary requirements to participate in a restricted invitation tender which this dependence organizes. The requirements range from having legal documents related to the company to have the necessary technical and administrative staff for the work. The bidding process has two stages, the first one is the opening of technical proposals and the other one is the opening of financial proposals. The company with the most solvent and lowest proposal will be declared the winner of the tender and it´s going to have full management of the work, this will be released in the event name failure of the tender. Finally the winner company will sign the contract of the work.

Una licitación es un proceso en el cual las empresas constructoras concursan para lograr obtener la administración total y construcción de una obra específica. Existen dos tipos de licitaciones las de invitación restringida y las públicas. En este trabajo de tesina se hablarán sobre las licitaciones por invitación restringida. Las licitaciones por invitación restringida no se dan a conocer en el periódico de mayor circulación del país (como es el caso de las públicas), estas se dan a conocer por correo a únicamente determinadas empresas. La empresa constructora que fue invitada a una licitación por invitación restringida deberá confirmar a la dependencia si decide aceptar la invitación o la rechaza. El Instituto de Infraestructura Física Educativa del Estado de Michoacán (IIFEEM) da a conocer a las empresas constructoras que requisitos son necesarios para poder participar en una licitación por invitación restringida dirigida por esta dependencia. Estos requisitos van desde tener en orden documentos legales d ela empresa hasta contar con el personal técnico y administrativo adecuado para la obra. El proceso licitatorio consta de dos etapas una de apertura de las propuestas técnicas y otra de apertura de las propuestas económicas. La empresa que tenga la propuesta más solvente y baja ganará la administración de la obra, esto se dará a conocer en el evento llamado: fallo de la licitación. Por último la empresa ganadora deberá firmar el contrato de la obra.
