Diseño estructural de una casa habitación con base al reglamento de Chiapas

Abstract

Like other states of the Mexican Republic, an important problem is observed in Chiapas in the matter of the structural safety of the typical housing, that is caused by a lack of regulation on the requirement of the presence of an adequate structural calculation document for the construction permits, as well as the lack of quality control in the works, that is to say, that there is actually a lack of the authorized constructions by the municipalities, which must be reviewed and approved in accordance with the construction plans established and approved for the building. The same problem has been seen for a long time in the municipality of Siltepec, Chiapas, Mexico, from where we have noticed that the housing construction is carried out without having a structural calculation documented suitable for this purpose, therefore, the structures built possible belong to two conditions: i) in the best scenario, the structure is upper reinforced, this is reflected in a significant budget increase, but although we might think that these structures are more resistant and therefore safe structures, the real result may not be as expected; ii) in the worst scenario, the structures result sub reinforced that is to say, that there is no specific care for the structuring system, dimensioning of the structural elements, nor for their construction procedure, which gives a house with a lower resistance than the necessary and an insecure structure. The final problem is that a poor structural conception of a house construction, in spite of the small that it could be, generates a considerable number of irreparable failures in the structure, which although they do not represent cause of collapse.

Al igual que otros estados de la República Mexicana, se observa en Chiapas una problemática importante en el tema de la seguridad estructural de casas habitación, esto es causa de una falta de reglamentación sobre la exigencia de la presencia de un cálculo estructural adecuado para dar los permisos de construcción, así como la falta del control de calidad en las obras, es decir que realmente exista por parte de los municipios la bitácora de las construcciones autorizadas, la cual debe ser revisada y aprobada de acuerdo con los planos presentados y aprobados para la construcción. Desde hace tiempo se ha observado la misma problemática en el municipio de Siltepec Chiapas, México, de donde hemos podido observar que la construcción de casas habitación se realiza sin contar con una memoria de cálculo estructural adecuada para tal fin, por lo tanto, las estructuras resultan pertenecer a dos escenarios: i) en el mejor de los escenarios sobre reforzadas, esto se refleja en un incremento importante del presupuesto y aunque pudiésemos pensar que se tienen estructuras más resistentes y por la tanto seguras, realmente el resultado puede no ser el esperado; ii) en el peor de los escenarios se tienen estructuras sub reforzadas, es decir, que no se tienen los cuidados adecuados para la estructuración y dimensionamiento de los elementos estructurales, ni tampoco para su procedimiento, lo cual da una casa con una resistencia menor que lo necesario e insegura. El problema final, es que una mala concepción estructural de una casa habitación, por pequeña que sea, puede generar un sin número de fallas irreparables en la estructura, que, si bien no ocasionan el colapso, representan costos muy altos de rehabilitación que hacen imposible salvar la estructura.
