Procedimiento de licitación del camino Villamar - El Platanal

Abstract

This thesis work illustrates the bidding process within the Ministry of Communications and Transportation (SCT), the above to carry out the execution of a feeder road which is mainly of a social nature. The elements necessary for public or restricted tenders are also mentioned, which are, the executive project of the road which must be validated by the General Technical Services Unit (UGST) of the SCT center, the release of the right of way and the study of Environmental Impact Manifestation, (MIA) this procedure through the Secretariat (SEMARNAT) and the investment release official (OLI), the above to be in conditions to carry out the tender. With the above, the particularities in each of the stages of the tender are described in detail, which must be taken into account so that at the end of the tender, the best proposal to be hired by the agency for the execution of the tender is legally, technically and economically chosen. It should be mentioned that the best option is not always the company that proposes the lowest amount in its proposal. The foregoing directed as support from the participating companies themselves, so that they avoid the most common errors in the bids for which they are rejected. On the other hand, to the reviewers of the same so that there are more participants who comply legally, technically, and economically in said contests. The foregoing as a result, is summarized in a good quality in the execution of the work to be contracted.

Este trabajo de tesina ilustra los procesos de licitación dentro de la Secretaria de Comunicaciones y Transportes (SCT), lo anterior para efectuar la ejecución de un camino alimentador el cual es principalmente es de tipo social. También se mencionan los elementos necesarios para las licitaciones públicas o restringidas los cuales son, el proyecto ejecutivo del camino el cual debe estar validado por la Unidad General de Servicios Técnicos (UGST) del mismo centro SCT, la liberación del derecho de vía, el estudio de Manifestación de Impacto Ambiental (MIA) este procedimiento a través de la Secretaría (SEMARNAT) y el oficio de liberación de inversión (OLI), lo anterior para estar en condiciones para efectuar la licitación. Con lo anterior se describe en forma detallada las particularidades en cada una de las etapas de la licitación, las cuales deben tomarse en cuenta para que al final de la misma se elija de manera legal, técnica y económica la mejor propuesta para la ejecución de los trabajos a contratar por la dependencia, cabe mencionar que no siempre la mejor opción es la empresa que proponga el menor monto en su propuesta. Lo anterior dirigido como apoyo de las mismas empresas participantes, para que eviten los errores más comunes en las licitaciones y por lo cual son desechadas, por otra parte, a los revisores de las mismas para que exista más participantes que cumplan de manera legal, técnica y económica en dichos concursos, lo anterior como consecuencia se resume en una buena calidad en la ejecución de la obra a contratar.
