El desempeño del programa pueblos mágicos en el estado de Michoacán: una propuesta de política pública

Abstract

The general objective of this research is to determine how to increase the performance of the Magical Towns in the state of Michoacán. For this purpose, a semi-structured survey of SECTUR Michoacán officials and a questionnaire for the resident population of the Magical Towns were implemented. The processing of the data collected allowed the construction of index numbers for the variables efficiency, legitimacy and sustainability (independent) and performance (dependent). Likewise, a PLS-SEM model was developed to examine the dependence and interdependence relationships of the study variables. The main results show the level of compliance in each variable considered, based on the calculation of indexes: efficiency of 67.37, legitimacy of 68.03, sustainability of 68.43. Overall, the global performance index is 68.91, placing it in the minimum acceptable range, which refers to some achievements, but insufficient and limited. There are still deficiencies in their design and implementation to generate better results. From the calculation of the indexes, a Spearman correlation coefficient (????) of 89% was obtained. From the global PLS-SEM model, a Coefficient of Determination (R2) of 76% is obtained. These show the percentage of association and incidence, respectively, between the independent variables and the dependent variable. Also, a Path Coefficient is established, which shows validity in the positive relationship between them. The general hypothesis was tested from the estimation of these three fundamental values. Finally, a public policy proposal was elaborated to increase the performance of the Magical Towns of Michoacán. Five projects are determined and selected, which will contribute to solve the central problem (low performance of the PM) in 89.61 percent.

El objetivo general de la presente investigación es determinar de qué manera se pueden incrementar el desempeño de los Pueblos Mágicos en el estado de Michoacán. Para tal efecto, se implementó una encuesta semiestructurada a funcionarios de la SECTUR Michoacán y un cuestionario para la población residente en los Pueblos Mágicos. El procesamiento de los datos recabados permitió la construcción de números índice, para las variables eficiencia, legitimidad y sostenibilidad (independientes) y desempeño (dependiente). Asimismo, se logró elaborar un modelo PLS-SEM para examinar las relaciones de dependencia e interdependencia de las variables de estudio. Los principales resultados demuestran el nivel de cumplimiento en cada variable considerada, con base en el cálculo de índices: eficiencia de 67.37, legitimidad de 68.03, sostenibilidad de 68.43. De manera general, el índice global de desempeño es de 68.91, ubicándose en un rango mínimo aceptable, el cual refiere algunos logros, pero insuficientes y limitados. Aún prevalecen deficiencias en su diseño e implementación para generar mejores resultados. A partir del cálculo de los índices se obtiene un Coeficiente de correlación de Spearman (????) de 89%. Desde el modelo PLS-SEM global se consigue un Coeficiente de determinación (R2) de 76%. Los cuales muestran, el porcentaje de asociación e incidencia, respectivamente, entre las variables independientes y la variable dependiente. También, se establece un Coeficiente Path, que muestra validez en la relación positiva de las mismas. La hipótesis general se comprobó a partir de la estimación de estos tres valores, fundamentales. Finalmente, se elaboró una propuesta de política pública orientada a incrementar el desempeño de los Pueblos Mágicos de Michoacán. Se determina y selecciona cinco proyectos, los cuales contribuirán a resolver el problema central (bajo desempeño de los PM) en un 89.61 por ciento.
