Zusammenfassung: The state of Michoacán is the main avocado producer in the world; however, the growing demand and its high profitability have caused an excessive and anarchic growth, causing the change of land use of forest lands (CUSTF) to the detriment of the environment. and natural resources, violating legal provisions. In this work, attention was focused on the availability of water in the eleven hydrological basins (CH) that comprise the avocado belt and the relevance of cold temperate climate forests in the regulation of the hydrological cycle and aquifer recharge. Through the application of the data envelopment analysis (DEA) method, the level of efficiency in the avocado production of the HCs of the Río Balsas hydrological region (RH) was measured and the multicriteria social evaluation (EMS) was carried out in the municipality of Salvador. Escalante and CH, Lake Zirahuén. The application of the law implies the closure and/or dismantling of 70% of the established orchards, reducing the economic spillover and the generation of the most important jobs in the state. On the other hand, continuing with the CUSTF puts the CHs: Río Tepalcatepec, Río Cupatitzio and Lago de Zirahuén on the verge of collapse, due to the scarcity of water, where 85% of the avocado production is concentrated. The EMS gives legitimacy to environmental policy as an alternative, to induce the sustainable production of avocado in Michoacán.
