Abstract: The state of Michoacán is the main avocado producer in the world; however, the growing demand and its high profitability have caused an excessive and anarchic growth, causing the change of land use of forest lands (CUSTF) to the detriment of the environment. and natural resources, violating legal provisions. In this work, attention was focused on the availability of water in the eleven hydrological basins (CH) that comprise the avocado belt and the relevance of cold temperate climate forests in the regulation of the hydrological cycle and aquifer recharge. Through the application of the data envelopment analysis (DEA) method, the level of efficiency in the avocado production of the HCs of the Río Balsas hydrological region (RH) was measured and the multicriteria social evaluation (EMS) was carried out in the municipality of Salvador. Escalante and CH, Lake Zirahuén. The application of the law implies the closure and/or dismantling of 70% of the established orchards, reducing the economic spillover and the generation of the most important jobs in the state. On the other hand, continuing with the CUSTF puts the CHs: Río Tepalcatepec, Río Cupatitzio and Lago de Zirahuén on the verge of collapse, due to the scarcity of water, where 85% of the avocado production is concentrated. The EMS gives legitimacy to environmental policy as an alternative, to induce the sustainable production of avocado in Michoacán.
El estado de Michoacán es el principal productor de aguacate en el mundo, no obstante, la creciente demanda y su rentabilidad ha provocado un crecimiento desmedido y anárquico, provocando el cambio de uso del suelo de terrenos forestales en detrimento del medio ambiente y los recursos naturales, trasgrediendo las disposiciones legales. En este trabajo se focalizó la atención en la superficie de aguacate y agua consumida y la superficie de bosque y agua infiltrada de las once cuencas hidrológicas que comprenden la franja aguacatera. Mediante la aplicación del método análisis envolvente de datos (DEA) se midió el nivel de eficiencia en la producción de aguacate de la región hidrológica del Río Balsas y se realizó la Evaluación Multicriterio Social (EMS) en el municipio de Salvador Escalante y la CH, Lago de Zirahuén. La aplicación de la ley implica la clausura y/o desmantelamiento del 70% de los huertos establecidos, reduciendo la derrama económica y la generación de empleos más importante del estado. En contraparte, de continuar con el cambio de uso de suelo, pone al borde del colapso la cuenca hidrológica de la región del Río Tepalcatepec, Río Cupatitzio y Lago de Zirahuén, por la escases de agua, donde se concentra el 85% de la producción de aguacate. La EMS da legitimidad a la política ambiental como alternativa, para inducir la producción sustentable del aguacate en Michoacán.
