Los centros comunitarios en la administración municipal de Morelia 2018-2021

Abstract

The objective of this research is to identify which were the variables that had the greatest influence on the Community Centers of the City Council of Morelia and the programs applied in them to determine their social effectiveness during the period of the municipal administration, similarly, with the identification of the mechanisms and methodologies of the same one seeks to define methods and prospective programs that together allow to increase the impact, likewise, with the identification of the mechanisms and methodologies, the aim is to define prospective methods and programs that together allow increasing the impact of the previously identified variables with the greatest influence. The theoretical and methodological configuration that supports this work is based on the assumptions of the community and its development, social integration and human development. These methodologies, theories and thoughts generate impact measurement instruments such as the Better Life Index in which the results seek to reflect the capacities of the countries according to the variables and indices developed there. In addition, through its own instrument, it is shown how the Community Centers work at the beneficiary level and the impact of the facilities and programs applied in them. It concludes with the finding that one of the main causes of the deficiencies of the Community Centers and the programs applied in them is directly related to the application and distribution of the budget allocated by the State and to the exclusion of the analysis of needs and measurements of the impact on the target population. These phenomena, tentatively, have been identified as being caused by the partisan alternation of the municipal administration and political interests and clientelism.

La presente investigación tiene como objetivo el identificar cuáles fueron las variables que contaron con una mayor influencia en los Centros Comunitarios del H. Ayuntamiento de Morelia y los programas aplicados en ellos para determinar la efectividad social de los mismos durante el periodo 2020 – 2021, de igual manera con la identificación de los mecanismos y metodologías de los mismos se busca el definir métodos y programas prospectivos que en conjunto permitan incrementar el impacto de las variables de mayor influencia previamente identificadas. La configuración teórica y metodológica que soporta este trabajo se basa en los supuestos de la comunidad y su desarrollo, la integración social y el desarrollo humano. Estas metodologías, teorías y pensamientos generan instrumentos de medición de impacto como el Better Life Index en el cual, los resultados buscan reflejar las capacidades con las que cuentan los países de acuerdo a las variables e índices ahí desarrollados. Además, a través de un instrumento propio, se muestra cómo los Centros Comunitarios trabajan a nivel del beneficiario y el impacto de las instalaciones y los programas aplicados en ellos. Se concluye con el hallazgo de que una de las causas principales de las deficiencias de los Centros Comunitarios y los programas aplicados en ellos se trata directamente de la aplicación y distribución del presupuesto asignado por parte del Estado y a la exclusión del análisis de necesidades y mediciones de impacto a la población objetivo. Dichos fenómenos, tentativamente, se ha identificado que son causados por la alternancia partidista de la administración municipal e intereses y clientelismos políticos.
