Abstract

The regularization of pieces land and the updating of catastrales appraisals in the town of Salvatierra Guanajuato is very important topic, because through its regularization is given the juridical certainty to the pieces of land which are named like irregulars in the town and the elaboration of the catastrales appraisals are part for the process of deed of the pieces of land which are into the regularization program and at the same time, these appraisals will be useful to apply the tax to these properties. In the present job are exposed officials documents of the regularization of properties in the town of Salvatierra Guanajuato, through the program (CIVIPA) Intersecretarial Commission for the popular Auto construction housing and land reserves, as responsible body in the State of Guanajuato of regularization of the human settlements. At the same time is exposed all legal and technical documentation which are used in the technical department of catastro with the objective of elaborating catastrales appraisal and fiscal in the town of Salvatierra Guanajuato. It is because the catastro in Mexico is regulated of direct way by the law of catastro on each state or by the law of catastro municipal of each federative entity and its bylaw, and because of the State of Guanajuato does not have catastral law it is ruled by the law of finances for the municipalities of the state of Guanajuato and the law of revenue for the municipalities of State of Guanajuato, which it obtains the charges for the predial taxes and the values of urban and rustic ground, and the values of the construction that are published yearly for the elaboration of catastrales appraisals, at the same time the technical rules are added that are used for the valuation according to the manual that was implemented in the town of Salvatierra Guanajuato, by the Department of Planning and Finance from the state of Guanajuato, with the objective of determining the classification of constructions that are located in the town and the valuation of pieces of land applying them their demerits or increases according to the characteristic of each piece of land.

Con la finalidad de concluir los estudios universitarios en la facultad de arquitectura, se optó por la modalidad de tesis con el proyecto de un acuario en la ciudad de Lázaro Cárdenas Mich., en el cual se incluye una investigación y planimetrías para su construcción digital. De acuerdo con las autoridades competentes en el tema, del municipio y las de la facultad, el Acuario es un proyecto viable para la preservación del examen recepcional. En base a visitas particulares a esta zona del estado nos dimos cuenta que es necesario ampliar la infraestructura del municipio, en el caso propio de la zona costera proponiendo así un Eco-Acuario. Queriendo que el mismo tenga mínimo de impacto ambiental, y sea de lo más posible autosustentable. El terreno se encuentra en la playa en una superficie de 100x 120m2, ya cuenta este con los servicios generales. Con uno de las principales objetivos de activar la zona económicamente y a su vez fomentar el interés a las personas por el cuidado de las especies marinas locales. Se aprovechará el máximo los recursos materiales que la zona nos ofrece, y de acuerdo a un criterio propio la mejor atracción será la fachada del edifico, que está construida por modulo sexagonales de estructura metálica y aluminio aligerando así su peso, además de paneles de vidrio cubiertos con una película color azul, reflejante del calor y luz solar las diferentes áreas se pueden apreciar en el proyecto. Las ecotecnias utilizadas en el proyecto será la fuerza eólica, energía solar canalizada por medio de paneles solares, y biodigestores para las aguas residuales de baños y cocina.
