Given the need to contribute to solving the lack of spaces where cultural activities are taught for people with disabilities in the city of Morelia, Michoacán, a historical analysis of the existing cultural centers in the city was carried out, as well as the monitoring that it has had said issue in different institutions whose purpose has been to solve the deficit of attention to needs of people with disabilities. A statistical analysis was carried out of the population with a disability, as well as the direct beneficiaries of the services of the cultural center, in addition to analyzing the services and facilities that a person with a disability requires. A study of the conditions of the environmental conditions of the site was carried out, analyzing weather, temperature, rainfall, prevailing winds and sunlight, as a basis to develop the architectural proposal with better conditions, providing comfort to the users of the cultural center. An analysis was carried out of the land available in the city, and of the existing urban equipment and infrastructure, the urban image of the area, the evaluation of the roads that give access to the land and the road problems that they present, with which the most ideal. The architectural program and the operation of analogous cases were analyzed to determine the flow of activities from which the needs and architectural programs were derived, as well as the operating diagram for the cultural center. As a result, the architectural and executive project was obtained for the construction of a cultural center for people with disabilities, with comfortable spaces that incorporate the use of bioclimatic architecture, home automation, with materials from the region and the incorporation of new technologies from the information and communication for its effective operation.
Ante la necesidad de contribuir a resolver la falta de espacios donde se impartan actividades culturales para las personas con discapacidad en la ciudad de Morelia, Michoacán, se realizó un análisis histórico de los centros culturales existentes en la ciudad, así como del seguimiento que ha tenido dicho tema en diferentes instituciones cuyo propósito ha sido resolver el déficit de atención a necesidades a personas con discapacidad. Se realizó un análisis estadístico de la población que padece alguna discapacidad, así como de los beneficiarios directos de los servicios del centro cultural, además de analizar también los servicios e instalaciones que requiere una persona con discapacidad. Se llevó a cabo un estudio de las condiciones de las condiciones medioambientales del sitio analizando clima, temperatura, precipitación pluvial, vientos dominantes y asoleamiento, como base para desarrollar la propuesta arquitectónica con mejores condiciones, brindando confort a los usuarios del centro cultural. Se realizó un análisis de los terrenos disponibles en la ciudad, y del equipamiento e infraestructura urbana existente, la imagen urbana de la zona, la evaluación de las vialidades que dan acceso al terreno y la problemática vial que presentan con lo que se seleccionó el más idóneo. Se analizó el programa arquitectónico y el funcionamiento de casos análogos, para determinar el flujo de actividades del que se derivaron los programas de necesidades y arquitectónico, así como el diagrama de funcionamiento para el centro cultural. Como resultado del análisis anterior se obtuvo el proyecto arquitectónico y ejecutivo para la construcción de un centro cultural para personas con discapacidad, con espacios confortables, que incorporan el uso de la arquitectura bioclimática, domótica, con materiales de la región y la incorporación de las nuevas tecnologías de la información y comunicación para su funcionamiento eficaz.
