Un esbozo histórico de la administración de Antonio de Castro, primer gobernador constitucional de Michoacán 1824-1827

Abstract

Through the present work we intend to investigate the period of government of the State of Michoacán in the hands of Antonio de Castro as interim governor, a position held from July 17, 1824 to October 5, 1825 and as its first constitutional governor; which includes from October 6, 1825 to November 9, 1827, the latter date on which he resigned in order not to sign the decree of expulsion of Spaniards residing in the State. Talking about the first years of the life of independent Mexico is complex, since it is a period of organization, indecision and therefore confusion. Within the sea of ??proposals and clash of ideas, the nation governed under the federalist regime emerges, a fact that gives Michoacán the rank of State and with it the task of creating the necessary conditions for its existence and functioning as such. First, the local Constituent Congress is created, it must choose the one who will be the governor and that, since there is not yet a state Constitution, it is decided to appoint one as an interim. Francisco Manuel Sánchez de Tagle is elected, he does not accept said appointment, the position then falling to Antonio de Castro. On the other hand, a new system requires its own structure, laws, army, order, money, among many other things. It is a very intense period for the state congress and the governor, the Michoacan territory must be organized and the foundations for its progress laid, the problem of lack of resources, issues of community property, City Halls, restructuring of the Treasury must be solved local, counteract banditry and above all create a strong executive power in the State.

A través del presente trabajo pretendemos investigar el periodo de gobierno del Estado de Michoacán en manos de Antonio de Castro como gobernador interino, cargo desempeñado desde el 17 julio de 1824 al 5 de octubre de 1825 y como primer gobernador constitucional del mismo; que comprende del 6 de octubre de 1825 al 9 de noviembre de 1827, fecha esta última en que renuncia para no firmar el decreto de expulsión de españoles avecindados en el Estado. Hablar de los primeros años de vida del México independiente es complejo, pues es un periodo de organización, indecisión y por ende de confusión. Dentro del mar de propuestas y choque de ideas, surge la nación gobernada bajo el régimen federalista, hecho que le da a Michoacán el rango de Estado y con ello la tarea de crear las condiciones necesarias para la existencia y funcionamiento del mismo como tal. Primero se crea el Congreso local Constituyente, él debe elegir al que será el gobernador y que por no haber aún una Constitución estatal se decide nombrar uno en calidad interino. Resulta electo Francisco Manuel Sánchez de Tagle, él no acepta dicho nombramiento recayendo entonces el cargo en Antonio de Castro. Por otra parte, un nuevo sistema requiere de una estructura propia, leyes, ejército, orden, dinero, entre muchas otras cosas. Es un periodo muy intenso para el congreso estatal y el gobernador, se debe organizar el territorio michoacano y sentar las bases del progreso del mismo, hay que solucionar el problema de la falta de recursos, cuestiones de bienes de comunidad, Ayuntamientos, reestructurar la Hacienda local, contrarrestar el bandolerismo y sobre todo crear un poder ejecutivo fuerte en el Estado.
