Auditoría en los organismos paraestatales

Abstract

The government in Mexico, to fulfill its role in meeting social needs, as well as exercise and control the country's economy in all sectors, creates various departments and agencies that make up the executive branch. Calls entities are those that make the parastatal sector, also known as public companies, as they are created to meet social functions, as well as to promote and exercise control over certain economic activities, because of low profitability, the private sector does not easily invest in them. As we see, the parastatal companies are an important instrument through which the government conducts most of its functions. Hence it derives also the importance of control over these entities have, in assessing whether the objectives really to be achieved with the establishment are met. To this end, the Government finds it necessary to carry out audit functions in public enterprises, which are similar to those in the private sector but obviously have differences that make a difference in their development. It is for this reason that the thesis presented aims to observe the scope and manner in which an audit bodies Parastatal Sector develops. Being useful for this, to know what these agencies, who are required to perform audits, under which instruments, and above all, to our knowledge the regulations and legal bases that are required to observe good performance.

El Gobierno en México, para cumplir con su función de satisfacer las necesidades sociales, así como de ejercer y controlar la economía del país en todos sus sectores, crea diversas entidades y dependencias que conforman el poder Ejecutivo. Las llamadas entidades, son las que conforman el sector Paraestatal, también conocidas como empresas públicas, ya que son creadas para cumplir con funciones sociales, así como para impulsar y ejercer control sobre ciertas actividades económicas, que por su baja rentabilidad, la iniciativa privada no invierte fácilmente en ellas. Como vemos, la Empresas paraestatales son un instrumento importante a través del cual, el Gobierno lleva a cabo gran parte de sus funciones. De ahí deriva también la importancia de que se tenga un control sobre estas entidades, en cuanto a evaluar si realmente se cumplen los objetivos que se pretenden alcanzar con su establecimiento. Para ello, el Gobierno se ve en la necesidad de llevar a cabo funciones de auditoría en las empresas públicas, las cuales son similares a las realizadas en la empresa privada sin embargo, obviamente tienen discrepancias que marcan la diferencia en su desarrollo. Es por eso, que la tesis que se presenta tiene como objetivo observar el ámbito y la manera en que se desarrolla una auditoría a Organismos del Sector Paraestatal. Siendo útil para ello, conocer cuales estos Organismos, quienes tienen la obligación de realizar las auditorías, bajo que instrumentos, y sobre todo, hacer de nuestro conocimiento la normatividad y bases legales que se necesitan observar para su buen desempeño.
