The Tax Code of the Federation being a complement to tax laws, is designed to be useful to the user and provide an element in which basis to properly follow the guidelines established by the various tax laws. The Tax Code may be involved or modified by the President of the Republic in conjunction with the Congress of the Union with the aim of establishing a better economy for the country. After a long process of analysis and discussion in front of an economic environment in which our country is immersed, the September 8, 2009 the Federal Executive submitted to the Congress of the Union's economic package for 2010 with in order to increase revenues. Within this package are the opinion to the Federal Tax Code which seeks to grant greater powers to the tax authority to improve its collection efficiency. These reforms to this code empowers the State to have the elements and instruments to raise fine, but avoid authoritarian acts and ensure conditions of greater efficiency in the Tax Administration Service (SAT). Also these modifications approved the Tax Code of the Federation intended to have a better control of the operations of taxpayers, reducing billing costs, promoting the use of new technological tools and the benefit of the receipt of the information and documentation in case of contingency. These reforms apply to all persons linked to the tax, whether Taxpayer retainer, obliged to pay tax or not, Auxiliary, accountants, lawyers, executives with Decision Making, etc.
El Código Fiscal de la Federación siendo complemento de las leyes fiscales, está diseñado para ser de utilidad al usuario y brindarle un elemento en el cual se base para poder seguir adecuadamente los lineamientos que establecen las variadas leyes fiscales. El Código Fiscal puede ser intervenido o modificado por el presidente de la república en conjunto con el H. Congreso de la Unión con la finalidad de establecer una mejor economía para el país. Después de un largo proceso de análisis y discusiones frente a un ambiente económico en el cual se encuentra inmerso nuestro país, el 8 de septiembre de 2009 el Poder Ejecutivo Federal presentó ante el H. Congreso de la Unión el paquete económico para el ejercicio 2010 con el objetivo de incrementar la recaudación. Dentro de éste paquete encontramos el dictamen al Código Fiscal de la Federación el cual busca otorgar mayores facultades a la autoridad fiscal para mejorar su eficiencia recaudatoria. Dichas reformas a éste código facultan al Estado para que tenga los elementos e instrumentos para recaudar bien, pero evitan actos autoritarios y garantizan condiciones de mayor eficiencia en el Servicio de Administración Tributaria (SAT). También estas modificaciones aprobadas al Código Fiscal de la Federación pretenden tener un mejor control de las operaciones de los contribuyentes, reduciendo los costos de facturación, impulsando la utilización de nuevas herramientas tecnológicas y el beneficio del resguardo de la información y documentación en caso de alguna contingencia. Estas reformas se aplican a toda persona vinculada con los Impuestos, sea Contribuyente, Retenedor, Obligado al pago de Impuestos o no, Auxiliares, Contadores, Abogados, Ejecutivos con Toma de Decisiones, etc.
