The contributions have always been a subject of much controversy anywhere in the world, and Mexico is no exception, these contributions have always existed and have been constantly evolving since ancient times, and likewise, has always been the primary objective of collect them, to meet present and future needs for the governed. In this paper, the first signs of help will analyze how it was called to taxes at different times, how they were collected, who were collectors, that taxes were being requested and what was your intended. Also analyze how the Mexican State, so that it can accomplish its purpose or activity status, must cleave financial resources, foremost among these, those from contributions (taxes, duties, contributions for improvements and social security contributions). Its definition, characteristics, elements, and the relationship between the governed and obliged to pay contributions and the state as an active subject in a tax related subjects will be discussed. The contributions are very important for the nation, for not being able to collect them in the State, there would be economic development. All Mexicans are required to contribute to public expenditure in accordance with Article 31, section IV of the Constitution, however, that they may require the payment of a contribution must meet the requirements specified in laws that ensure proper operation and management of taxes, respecting the tax collection power that gives the state and the guarantees that have governed in accordance therewith. Las contribuciones han sido siempre un tema de mucha polémica en cualquier parte del mundo, y México no es la excepción, estas contribuciones siempre han existido y han venido evolucionando constantemente desde épocas muy antiguas, y de igual manera, siempre ha existido el objetivo primordial de recaudarlas, para poder satisfacer necesidades presentes y futuras para los gobernados. En el presente trabajo, se analizarán las primeras manifestaciones de contribuir, la forma en que se le denominaba a los impuestos en las diferentes épocas, cómo eran recaudados, quienes eran los recaudadores, que tributos se solicitaban y cuál era su destinado. También analizaremos como el Estado Mexicano, para que pueda realizar sus fines o actividad de estado, tiene que allegarse de recursos financieros, siendo el principal de estos, los que provienen de las contribuciones (impuestos, derechos, contribuciones de mejoras y aportaciones de seguridad social). Se analizará su definición, características, elementos, y la relación que existe entre los gobernados como sujetos obligados al pago de las contribuciones y el Estado como sujeto activo en una relación tributaria. Las contribuciones son muy importantes para la Nación, pues al no poder recaudarlas en el Estado, no habría desarrollo económico. Todos los mexicanos estamos obligados a contribuir con el gasto público, de conformidad con el Artículo 31 fracción IV de la Constitución, sin embargo, para que se pueda exigir el pago de una contribución se deben de cumplir con los requisitos que señalen las Leyes, que garanticen un buen funcionamiento y manejo de los tributos, respetando el poder recaudatorio que le confiere al Estado, y las garantías que tienen los gobernados de conformidad con la misma. Precisaremos el momento de su nacimiento contributivo, los procedimientos que establece la Ley para su determinación, y por consiguiente, el entero (pago) de las mismas al Estado.
