The objective of this work is to evaluate the Program for the foment to Protected Agriculture implemented in the municipality of Maravatío, Michoacán, in the period 2016-2018. Given the complexity of evaluating the impact of Public Policies, this work offers an alternative to impact evaluation, since it requires a long period of time, as well as a broad and precise knowledge of the inputs and outputs used by the population. benefited by the program to be evaluated. The counterfactual evaluation is the alternative presented to achieve a short-term evaluation, derived from a qualitative-quantitative methodology. This work begins with the evaluation of the design, to know the central objectives of the Public Policy, using the Matrix of the Logical Framework proposed by the ECLAC, which grants validity and legality to the work of evaluation of the design, and culminates with the analysis of the findings found as a result of the application of said program, where the objective is to measure the level of influence of public policy in increasing competitiveness, through the determinants that promote its growth, namely: technology, quality, price, distribution channels and training; using a Likert scale questionnaire as a measuring instrument. Therefore, this work provides a qualitative-quantitative methodology to facilitate the counterfactual evaluation of Public Policies, through the structural analysis supported algorithm provided by the Smart PLS software. Finding evidence that after the analysis, and despite the positive relationship between the program and the target population; The identification of critical points where Public Policy shows its greatest areas of opportunity.
El objetivo de este trabajo es evaluar el Programa de Fomento a la Agricultura Protegida implementado en el municipio de Maravatío, Michoacán, en el período 2016-2018. Dada la complejidad de evaluar el impacto de las Políticas Públicas, este trabajo ofrece una alternativa a la evaluación de impacto que requiere un largo período de tiempo, así como un conocimiento amplio y preciso de los inputs y outputs utilizados por la población beneficiada por el programa a evaluar. La evaluación contrafactual es la alternativa presentada para lograr una evaluación a corto plazo, derivada de una metodología cuali-cuantitativa. Este trabajo comienza con la evaluación del diseño, para conocer los objetivos centrales de la Política Pública, utilizando la Matriz del Marco Lógico propuesto por la CEPAL, que otorga validez y legalidad al trabajo de evaluación del diseño; y culmina con el Análisis de los hallazgos encontrados como resultado de la aplicación de dicho programa, donde el objetivo es medir el nivel de influencia de la política pública en el aumento de la competitividad, a través de los determinantes que promueven su crecimiento, es decir: la tecnología, calidad, precio, canales de distribución y capacitación; utilizando un cuestionario de escala Likert como instrumento de medición. Por lo tanto, este trabajo proporciona una metodología cuali-cuantitativa para facilitar la evaluación contrafactual de las Políticas Públicas, a través del algoritmo de análisis estructural proporcionado por el software Smart PLS. Evidenciando que después del análisis, y a pesar de la relación positiva entre el programa y la población objetivo; la identificación de puntos críticos dónde la Política Pública muestra sus mayores áreas de oportunidad.
