El análisis a un estado de información presupuestal encamina a los estándares previos a lo acordado en una estructura organizacional propuesto por el Poder Ejecutivo de la Federación, donde muestra los benefactores para el proyecto de Egresos y que orienta a la distribución propuesta para con los recursos a las entidades federativas así como la manera de recaudación para lograr dicho fin. Es por ello que por acuerdo constitucional en la fracción IV del Artículo 74 Constitucional establece que el titular del poder Ejecutivo Federal debe hacer llegar a la H. Cámara de Diputados la propuesta de gasto público a más tardar el 15 de noviembre del año anterior al que se refiera el presupuesto. Pero es de gran interés el permitir que un Proyecto de Egresos de la Federación enfocado al establecimiento y análisis por la cámara de Diputados determine la preponderancia de los rubros que son de estructura organizacional de las entidades federativas así como la composición para el desarrollo social de las mismas. No obstante el garantizar el debido sostenimiento de un Desarrollo social y crecimiento económico para el país carece de hegemonía de una Administración financiera estable para con sus entidades federativas. Es entonces que las demandas del sector productivo, Industria de la Construcción, programas sociales, seguridad social, deporte, serán incluyentes en los efectos a los decrementos en los distintos de estos rubros. Podemos atribuir la asignación en el estudio y delimitar recursos a rubros en ramos que no afectan las consideraciones del gasto corriente y provisiones sociales.
