For the development of an organization manual for a clean water and sewerage organism, I made an investigation in a few towns that have a state or municipal company of clean water and sewerage. I detected that they do not have a completely organization that cover the entire requirement that are needed to manage correctly an organization of these type. That is why I started to work in a document that had a control (structure of itself) that could know job positions and levels, department functions and each one of the employees. When I developed this work, it started to know what the administration overall is. What are the administrative manuals, classification of itself and what is an organization manual, its objectives, the types of manuals where is detailed the process of the same one that consists in collect the information, elaboration of organization chart and manual integration. That is how I developed specifically a manual organization for a clean water and sewerage system. Starting with what is its legal framework I defined its mission, vision and quality policies. I made a general organization chart to have identified hierarchical levels of the relation between direction and sub directions as well as departments and areas that conform the organism on the whole, so that’s how we divide them in organization charts according to hierarchical level they have. So that in turn they were already defined its objectives, specific functions, to whom depend and who their subordinates are. I started with the administration council and general management; it is integrated by the social communication, legal, planation, evaluation and control departments.
Para la elaboración de un manual de organización para un organismo de agua potable y alcantarillado, hice una investigación, en varios municipios que cuentan con una empresa paraestatal, municipal o junta de agua potable y alcantarillado. Detecte que no cuentan con una organización completa como tal que cubra todas las necesidades que se requieren para administrar correctamente un organismo de este tipo. Por lo que empecé a trabajar en un documento que tuviera, un control, estructura del mismo, se pudiera conocer los puestos y niveles jerárquicos, las funciones por departamento y por cada uno de los empleados, etc. Al desarrollar este trabajo se empezó por conocer lo que es la administración en su conjunto. Que son los manuales administrativos, la clasificación de los mismos y lo que es un manual de organización, sus objetivos, los tipos de manuales donde se detalla el proceso del mismo, que consiste en; recabar la información, análisis de la información, elaboración de organigramas e integración del manual. Así llegamos a desarrollar lo que es en específico un MANUAL DE ORGANIZACIÓN PARA UN ORGANISMO DE AGUA POTABLE Y ALCANTARILLADO. Empezando por lo que es su marco jurídico. Definí su Misión, Visión y Políticas de calidad. Elabore el organigrama General, para tener identificados los niveles jerárquicos la relación entre la Dirección y las subdirecciones, así como los departamentos y demás áreas que conforman el organismo en su conjunto, para a su vez subdividirlos en Organigramas de acuerdo al tipo de nivel jerárquico que tienen. Para que a su vez ya quedara definidos, sus objetivos, funciones específicas, de quien dependen y quiénes son sus subordinados. Inicie con el Consejo de Administración y la Dirección General. De la cual también se integran los Departamentos de Comunicación Social, Jurídico, Planeación, Evaluación y Control.
