Impacto del nombramiento Pueblos Mágicos en localidades receptoras: Pueblos Mágicos de Michoacán, México

Abstract

The current economic model of tourism focuses on the satisfaction of travelers, this has contributed to the lack of balance between the economic, sociocultural and ecosystem dimensions in tourist territories. In Mexico, the Pueblos Mágicos tourist resorts do not escape this reality. Since 2001, when the federal SECTUR grants these appointments, the Pueblos Mágicos has had several ups and downs, one of them referring to the budget reduction until the current cancellation of the resource. However, until June 25, 2023, there are 132 Pueblos Mágicos incorporated into the program. Based on the above, and because of the various questions that have been made to the program about the real benefits in the local population, it is necessary to critically investigate how the declaration of Pueblos Mágicos has impacted the economic, sociocultural and ecosystem dimensions of these tourist territories. For this, the present investigation takes as study cases the current nine Pueblos Mágicos of the state of Michoacán. In 2020, the measures to contain the pandemic caused by COVID-19 seriously affected the tourism sector. More than two years later, in a post-pandemic era, there is an excellent opportunity to redirect actions towards a real Sustainable Tourism. For this, it is based on a theoretical approach that considers the tourism phenomenon as a Complex, dynamic and inclusive System of other systems and subsystems. From this perspective, Sustainable Tourism should be to improve the income of residents, strengthen their social fabric, preserve their cultural heritage -tangible and intangible-, all considering the protection and regeneration of the ecosystems of their territory.

El turismo surgió con un interés predominantemente económico centrado en la satisfacción de los viajeros, ello ha contribuido al desequilibrio entre las dimensiones económica, sociocultural y ecosistémica en los territorios turísticos. En México, las localidades turísticas Pueblos Mágicos no escapan de esta realidad. Desde el 2001 que la SECTUR federal otorga estos nombramientos, los Pueblos Mágicos han tenido varios altibajos, uno de ellos el referente a la reducción presupuestal hasta la actual cancelación del recurso. Sin embargo, al 25 de junio de 2023 existen 132 Pueblos Mágicos incorporados al programa. Con base en lo anterior, y a raíz de los diversos cuestionamientos que se han hecho al programa sobre los beneficios reales en la población local, es necesario indagar de manera crítica sobre cómo el nombramiento Pueblo Mágico ha impactado en las dimensiones económica, sociocultural y socioecosistémica de los estos territorios turísticos. Para ello, la presente investigación toma como casos de estudio los actuales nueve Pueblos Mágicos del estado de Michoacán. En el 2020 las medidas para contener la pandemia provocada por el COVID-19 afectaron gravemente al sector turístico. A más de tres años, en una época postpandemia, se presenta una excelente oportunidad para redireccionar acciones hacia un real Turismo Sostenible. Para ello, se parte de un enfoque teórico que considera al fenómeno turístico como un Sistema Complejo, dinámico e incluyente de otros sistemas y subsistemas. Desde esta perspectiva, el Turismo Sostenible debe ser para mejorar los ingresos económicos de los residentes, fortalecer su tejido social, preservar su patrimonio cultural -material e inmaterial-, todo ello considerando la protección y regeneración de los ecosistemas de su territorio.
