Análisis del modelo político-electoral para la integración del cabildo de regidores de los municipios del Estado de Michoacán

Abstract

The municipality is the fundamental basis of the political and administrative organization in the Mexican republican system of which Michoacán is a part. Therefore, the city council and the council of councilors play a crucial role in democracy, as they are the most direct and accessible link that most citizens have with the government. Under the current system of integrating city councils in Michoacán, the council of councilors has lost its essence, since sixty percent of the councilors are elected on a slate with the mayor, making it impossible to have an effective counterbalance. In addition, since the councilors are indirectly elected, they lack representativeness towards the citizenry. This research focuses on the analysis of the dysfunctional operation of the council in Michoacán, in which the mayor has total control over the decisions made by this collegiate body. Furthermore, at the end of the research, a proposal for reforming the political-electoral system for the integration of the council of councilors is made, aiming to contribute to democracy by allowing a more equitable distribution of power that generates representativeness between the citizen and the councilor.

El municipio es la base fundamental de la organización política y administrativa en el sistema republicano mexicano del cual forma parte Michoacán, Por lo tanto, el ayuntamiento y el cabildo de regidores desempeñan un papel crucial en la democracia, al ser el vínculo más directo y accesible que la mayoría de los ciudadanos tienen con el gobierno. Bajo el sistema actual de integración de los ayuntamientos en Michoacán, el cabildo de regidores ha perdido su esencia, ya que al ser electos en planilla con el presidente municipal el sesenta por ciento de los regidores, no puede existir un contrapeso efectivo, sumado a eso, al ser votados de forma indirecta los regidores, carecen de representatividad hacia la ciudadanía. El presente trabajo de investigación se centra en el análisis del funcionamiento inoperativo del cabildo en Michoacán, en el cual el presidente municipal tiene el control total de las decisiones que se toman este cuerpo colegiado, así mismo, al final de la investigación se realiza una propuesta de reforma al sistema político-electoral para la integración del cabildo de regidores que abone a la democracia, permitiendo una distribución más equitativa del poder que genere representatividad entre el ciudadano y el regidor.
