Participación del autogobierno comunal indígena en el gasto público a través del presupuesto directo: el caso de Santa Cruz Tanaco, Cherán 2021-2023

Abstract

Indigenous local governments are key actors in promoting development and improving the living conditions of their inhabitants; however, they face problems of public financing, marginalization, backwardness and exploitation of natural resources in their territories. In this way, a relatively new topic is the submunicipalities of Michoacán, Mexico, refers to the allocation of direct budget to indigenous communities that are self-organized and administered by uses and customs. Therefore, the objective of this research is to evaluate the participation of indigenous communal self-government in public spending through the direct budget in Santa Cruz Tanaco, Cherán, in the period 2021-2023. The methodology applied is a qualitative and quantitative approach, through the following phases: 1. Literature was reviewed, 2. statistical data were obtained from official sources, and 3. semi-structured interviews were conducted with two members of the Tanaco Communal Council. The main results that can be found are: a) the direct budget allocated to the indigenous community of Tanaco has a high degree of financial dependence, from the federal government and to a lesser extent from the resources of the State of Michoacán; b) by obtaining and applying the direct budget there have been positive results both in the administrative and neighborhood organization of the community, and c) also in the active participation of its inhabitants to decide collectively on matters that affect them directly, which contributes to the improvement of the quality of public services, the care of the environment and the welfare of the people. In the end, it is concluded that the direct budget in Tanaco is contributing to development and to the reduction of social backwardness in the study area, because the community currently receives the resources and manages them more effectively.

Los gobiernos locales indígenas son actores clave para promover el desarrollo y mejorar las condiciones de vida de sus habitantes, sin embargo, enfrentan problemas de financiamiento público, marginación, rezago y explotación de los recursos naturales en sus territorios. De esta manera, un tema relativamente nuevo son las submunicipalidades de Michoacán, México, se refiere a la asignación del presupuesto directo a las comunidades indígenas que están autoorganizadas y administradas por usos y costumbres. Por ello, el objetivo de esta investigación es evaluar la participación del autogobierno comunal indígena en el gasto público a través del presupuesto directo en Santa Cruz Tanaco, Cherán, en el periodo 2021-2023. La metodología que se aplicó es un enfoque cualitativo y cuantitativo, por medio de las siguientes fases: 1. Se revisó literatura, 2. Se obtuvieron datos estadísticos de fuentes oficiales, y 3. Se realizaron entrevistas semiestructuradas a dos miembros del Consejo Comunal de Tanaco. Los principales resultados que se pueden encontrar son: a) el presupuesto directo asignado a la comunidad indígena de Tanaco tiene un alto grado de dependencia financiera, por parte del gobierno federal y en menor medida de los recursos del Estado de Michoacán; b) al obtener y aplicar el presupuesto directo se ha tenido resultados positivos tanto en la organización administrativa y de los barrios de la comunidad, y c) también en la participación activa de sus habitantes para decidir colectivamente sobre los asuntos que les afecta directamente, lo cual contribuye a la mejora de la calidad de los servicios públicos, el cuidado del medio ambiente y el bienestar de las personas. Al final, se concluye que el presupuesto directo en Tanaco está contribuyendo al desarrollo y a la disminución del rezago social en el área de estudio; porque actualmente la comunidad recibe los recursos y los administra más eficazmente.
