La no intervención en la historia latinoamericana: México en la diplomacia interamericana, 1936-1938

Abstract

The ingerencia, the intervention has been a constant in the XX century that has just lapsed and such it seems that in the current one it will continue training with some make-ups. The government from United States of North America, supported by other governments, invaded recently to some countries of the call "Middle East", among them Afghanistan and Iraq. In Latin America, the interventionism of the administration Bush Jr. it has been not very underhanded and, in specific cases as that of Haiti, it was open and violent (intervention of the American armed forces), although then made up with the robes of the dying Organization of United (UN) Nations. The invasion in Afghanistan justified it starting from the collapse of the twin towers of New York September 11 of 2001. First, made responsible the Arab "terrorists", and in particular, to the organization Al-Qaeda, of having drifted and executed the attack. Second, it undertook a campaign mediática against the government from Afghanistan (in hands of the talibanes), accusing him of not respecting the most elementary rights in the Afghans and of maintaining bonds with the terrorists. Third, through the plan "The durable" freedom that country was subjected to the bombs and the armies of the first military power of the XXI century and of its allies. Once the foreign forces defeated the government of that nation, from Washington you drifted and it was executed the reconstruction and the reorganization of Afghanistan: a clear example of intervention in the classic terms.

La ingerencia, la intervención ha sido una constante en el siglo XX que acaba de transcurrir y tal parece que en el actual seguirá ejercitándose con algunos maquillajes. El gobierno de Estados Unidos de Norteamérica, apoyado por otros gobiernos, invadió recientemente a algunos países del llamado “Medio Oriente”, entre ellos Afganistán e Irak. En América Latina, el intervencionismo de la administración Bush Jr. ha sido poco disimulado y, en casos específicos como el de Haití, fue abierto y violento (intervención de las fuerzas armadas estadounidenses), aunque luego maquillado con los ropajes de la agonizante Organización de Naciones Unidas (ONU). La invasión en Afganistán la justificó a partir del derrumbe de las torres gemelas de Nueva York el 11 de septiembre de 2001. Primero, responsabilizó a los “terroristas” árabes, y en particular, a la organización Al-Qaeda, de haber planeado y ejecutado el ataque. Segundo, emprendió una campaña mediática en contra del gobierno de Afganistán (en manos de los talibanes), acusándolo de no respetar los derechos más elementales de los afganos y de mantener vínculos con los terroristas. Tercero, a través del plan “La libertad duradera” ese país fue sometido a las bombas y a los ejércitos de la primera potencia militar del siglo XXI y de sus aliados. Una vez que las fuerzas extranjeras derrotaron al gobierno de aquella nación, desde Washington se planeó y se ejecutó la reconstrucción y la reorganización de Afganistán: un ejemplo claro de intervención en los términos clásicos.
