Hacia la reforma constitucional del artículo 4° constitucional de 1992. Indigenismos, movimientos y derechos indígenas en México

Abstract

The indigenous question in Mexico during the XX century, we could divide it in two big stages: that of the negation and that of the recognition. The first were characterized by one period in which the Mexican State tries to integrate to its indigenous (in different ways and with different perspectives) towns with the purpose of "consolidating" to the nation. In the second period they intervened two important dynamics and a momentous event at least. The relationship between the Mexican State and its ethnoses became more complex, it was no longer only unilateral, the natives began to respond to the State with social mobilizations and you demand. The other factor that affected strongly to the indigenous question in Mexico was the new process of economic globalization. This phenomenon transformed the balance and the relationship that traditionally had stayed between the State and its ethnoses. Of many you are formed it has materialized this influence of the globalization, but one of the most important is that of the international agreements. Finely, in the last part of the last century the study of the Indian towns was marked and defined by the rising of the Army Zapatista of National (EZLN) Liberation in 1994. In this thesis whose study object is the first constitutional reformation that recognized to the Indian towns in Mexico, we will approach all the signal aspects previously, with the exception of the zapatismo that we are presented as a later phenomenon to our analysis topic.

La cuestión indígena en México durante el siglo XX, la podríamos dividir en dos grandes etapas: la de la negación y la del reconocimiento. La primera se caracterizó por un periodo en el que el Estado mexicano intenta integrar a sus pueblos indígenas (de diferentes formas y con distintas perspectivas) con la finalidad de “consolidar” a la nación. En el segundo periodo intervinieron al menos dos dinámicas importantes y un acontecimiento trascendental. La relación entre el Estado mexicano y sus etnias se hizo más compleja, ya no sólo fue unilateral, los indígenas comenzaron a responder al Estado con movilizaciones sociales y demandas. El otro factor que afectó fuertemente a la cuestión indígena en México fue el nuevo proceso de globalización económica. Este fenómeno trastocó el equilibrio y la relación que tradicionalmente se había mantenido entre el Estado y sus etnias. De muchas formas se ha materializado esta influencia de la globalización, pero una de las más importantes es la de los convenios internacionales. Finamente, en la última parte de la centuria pasada el estudio de los pueblos indios fue marcado y definido por el levantamiento del Ejército Zapatista de Liberación Nacional (EZLN) en 1994. En esta tesis, cuyo objeto de estudio es la primera reforma constitucional que reconoció a los pueblos indios en México, abordaremos todos los aspectos señalados anteriormente, con la excepción del zapatismo que se nos presenta como un fenómeno posterior a nuestro tema de análisis.
