The present investigation is a theoretical analysis of the origin, nature and attributions of the Board of Political Coordination (JUCOPO by its acronym in Spanish), in the Congress of Michoacán, during the Legislature LXXIII. The Theory shows that JUCOPO is an organ integrated by the parties and has mechanisms other than legal ones for decision making, which are called agreements. This work also has a quantitative study, in which it is discovered that the agreements of the Political Coordination Board transcend the legality, and harms the right of the Deputies to present initiative, as well as the functions of the Michoacán Congress.
La presente investigación es un análisis teórico del origen, naturaleza y atribuciones de la Junta de Coordinación Política (JUCOPO), en el Congreso de Michoacán, durante la Legislatura LXXIII. La Teoría muestra que la JUCOPO es un órgano integrado por los partidos y cuenta con mecanismos distintos a los legales para la toma de decisiones, los cuales son llamados acuerdos. Este trabajo también cuenta con un estudio cuantitativo, en el que se descubre que los acuerdos de la Junta de Coordinación Política trascienden la legalidad, y perjudica el derecho de los Diputados a presentar iniciativa, así como a las funciones del Congreso de Michoacán.
