dc.description.abstract | The 2013 educational reform was born in a context of previous educational policies and tried to legitimize itself through teacher evaluation to guarantee the quality of education, but along the way the teachers' union did not allow the federal government to recover the steering role in education, despite the fact that the structural and operational design and the continuity in its implementation aimed at solving major crises that the national educational system has been going through. Although the basic problem is the administration of the national education system, which is disputed between the teachers' union and the federal government, there are sectorial policies that affect the success or failure of an educational reform. | en |
dc.description.abstract | La reforma educativa de 2013 nace en un contexto de política educativas previas y trató de legitimarse mediante la evaluación docente para garantizar la calidad de la educación, pero en el camino el magisterio no permitió que el gobierno federal recuperara la rectoría de la educación, a pesar de que el diseño estructural, operacional y de continuidad en su implementación apuntaba a resolver grandes crisis por las que ha pasado el sistema educativo nacional. Aunque el problema de fondo es la administración del sistema educativo nacional que se disputa entre el magisterio y el gobierno federal, existen políticas sectoriales que inciden en el éxito o fracaso de una reforma educativa. | es_MX |
