In the last 40 years, the public programs to promote the regional development have had different edges and restrictive. Promoted from the federal government, the first projects of economic impulse of the XX century, had an agrarian tint, when fomenting the production of foods in the fertile near areas to the basins. Later on, he/she tried to improve the quality of the public services and industrialization strategies were implemented, with the intention of intervening from the State, in the economic regional processes, supporting their insert in international markets. Amid it, they were promoted political outstanding to motivate the development, such as the setting-up of programs of social attendance and the development to the cooperative organization, but soon the government diminished his influence in the local economy, with an eye toward leaving in hands of the "market", the possibilities of economic growth. For the Mexican State, the ethnoses and Mexican communities, they were subordinate to the national project, at least until the invigoration of the state and municipal programs for the economic growth, gestated at the end of the decade of 1980.
En los últimos 40 años, los programas públicos para promover el desarrollo regional han tenido diferentes aristas y limitantes. Promovidos desde el gobierno federal, los primeros proyectos de impulso económico del siglo XX, tuvieron un tinte agrario, al fomentar la producción de alimentos en las zonas fértiles cercanas a las cuencas. Posteriormente, se intentó mejorar la calidad de los servicios públicos y se implementaron estrategias de industrialización, con la intención de intervenir desde el Estado, en los procesos económicos regionales, apoyando su inserción en mercados internacionales. En medio de ello, se promovieron políticas relevantes para incentivar el desarrollo, tales como la instauración de programas de asistencia social y el fomento a la organización cooperativa, pero pronto el gobierno disminuyó su influencia en la economía local, con miras a dejar en manos del “mercado”, las posibilidades de crecimiento económico.
