The present investigation tackles like central topic the role of the “Program Regional Fund” in the development of the areas indigenous to the municipality of Zitácuaro, considering the essential thing that there proves the inclusion of the indigenous sector inside the measurements of development impelled by the State, and of the need to give answer to the demands of this population who lives in conditions of poverty, delay and alienation. This way the investigation is faced towards the analysis of the “Program Regional Fund” executed for earlier National Institute Indigenista (INI) and now National Commission for the Development of the Indigenous peoples (CDI), which corresponds to a combat strategy to the poverty that the Federal Government has instituted to support the indigenous population, for the purpose of achieving the social equity. The program Regional Fund consists of incorporating the communities, organizations and groups of indigenous producers, organized at regional level, in the handling of fiscal resources for the achievement of productive projects. This inside the form of recoverable credits with a view to shaping a proper financial mechanism that makes possible the autosupport of the community and regional development. The program tries to turn into a mechanism that allows to the communities to be organized to decide on the projects that they should make its development possible, and to have the opportunity to create its own funds from the recovery quotas to keep on financing other projects.
La presente investigación aborda como tema central el papel del “Programa Fondos Regionales” en el desarrollo de las zonas indígenas del municipio de Zitácuaro, en vista de lo primordial que resulta la inclusión del sector indígena dentro de las medidas de desarrollo impulsadas por el Estado, y de la necesidad de dar respuesta a las demandas de esta población que vive en condiciones de pobreza, atraso y marginación. De esta manera la investigación se orienta hacia el análisis del “Programa Fondos Regionales” ejecutado por el antes Instituto Nacional Indigenista (INI) y ahora Comisión Nacional para el Desarrollo de los Pueblos Indígenas (CDI), el cual corresponde a una estrategia de combate a la pobreza que el Gobierno Federal ha instituido para apoyar a la población indígena, con la finalidad de lograr la equidad social. El programa Fondos Regionales consiste en incorporar a las comunidades, organizaciones y grupos de productores indígenas, organizados a nivel regional, en el manejo de recursos fiscales para la realización de proyectos productivos. Esto dentro de la modalidad de créditos recuperables con miras a conformar un mecanismo financiero propio que posibilite el auto sostenimiento del desarrollo comunitario y regional. El programa pretende convertirse en un mecanismo que permita a las comunidades organizarse para decidir sobre los proyectos que posibiliten su desarrollo, y tener la oportunidad de crear sus propios fondos a partir de las cuotas de recuperación para continuar financiando otros proyectos.
