La protección de los derechos humanos ante el impacto de la genética y la biotecnología

Abstract

The importance of the subject of this investigation came to me more than a decade, when I attended a lecture by Lic. Marco Antonio Aguilar Cortes, senior official, politician, professor and former rector of POSTECH, who addressed the issue of cloning and biotechnology as an important part of scientific and technological progress, but unfortunately students of law, in a high percentage, had taken no interest. The truth is that gradually I became interested in the topic and designed a research project called "Law, Bioethics and Genetics", which I presented when applying to doctoral "Justice and Law" Governance and Warranties of the UPO Seville in Spain. Went to this doctoral accepted and attended in order to acquire more knowledge in Spain the following courses: 1) "Development of human genetics and its impact on Human Rights", from 14 to 18 August 2000, held at the International University of La Rabida, Huelva, is .; 2) "Human Genetics in the Third Millennium. Ethical and Legal "aspects, from 28 August to 1 September 2000, in Baeza, is .; 3) "New Frontiers of Human Rights," 9 to July 13, 2001, at the International University Menéndez Pelayo in Santander's.

El interés del tema de la presente investigación me surgió hace más de una década, cuando asistí a una conferencia impartida por el Lic. Marco Antonio Aguilar Cortes, destacado funcionario, político, catedrático y ex rector de la UMSNH, quien abordó el tema de la clonación y de la biotecnología como parte importante del avance científico y tecnológico, pero que lamentablemente los estudiosos del Derecho, en un alto porcentaje, no habían tomado interés. Lo cierto es que poco a poco me fui interesando en el tema y elaboré un proyecto de investigación, denominado “Derecho, Bioética y Genética”, que presenté al solicitar el ingreso al doctorado de “Justicia y Derecho” Gobernabilidad y Garantías en la UPO de Sevilla en España. Fui aceptada a dicho doctorado y asistí con el propósito de adquirir más conocimiento a los siguientes cursos en España: 1) “Desarrollo de la Genética humana y su impacto en los Derechos Humanos”, del 14 al 18 de agosto del 2000, realizado en la Universidad Internacional de la Rábida, en Huelva, Es.; 2) “Genética Humana en el Tercer Milenio. Aspectos Éticos y Jurídicos”, del 28 de agosto al 1º de septiembre del 2000, en Baeza, Es.; 3) “Nuevas Fronteras de los Derechos Humanos”, del 9 al 13 de julio del 2001, en la Universidad Internacional Menéndez Pelayo, en Santander, Es.
